A. Summary

Bee Timor-Leste (BTL, EP) is public company utilities recently created by the Government of Timor-Leste to promote greater efficiency and sustainability for the implementation of the Government's strategy in providing water and sanitation services to the public.

The Public Company mission is to assist the Government in the implementation of national policies for water and sanitation tr sustainable management of water and sanitation related services.

In order to be able to carry-out its mission, BTL E.P. is planning to recruit talented and skill-full people to joint and fill the position such as: Health and Safety Specialist. Thus, BTL, E.P. invites all interested talented and qualified candidates to apply for the positions as listed.

Essential Job Responsibilities

The primary role of the H & S Specialist is to assist BTL, E.P. discharge with the requirements of the Victorian Occupational Health and Safety Act 2004, thereby strengthening the health and safety of staff and students at BTL, E.P. Under the direct supervision of the Manager of Environmental th and Safety Specialist will

Under the direct supervision of the Manager of Environmental Quality Control Division, the Health and Safety Specialist responsible for the following tasks:

  1. Annual review of the health & safety policy
  2. Review significant health and safety incidents & investigation reports
  3. Injury and illness prevention measures within the annual H&S plan aimed at enhancing standards and promoting a culture free from harm to people
  4. Drinking water quality & public safety
  5. Compliance with statutory H&S obligations
  6. Review of related contractor and supplier performance
  7. Review significant physical security incidents & relevant reports from the company security board
  8. Receive and review any relevant H&S audits
  9. Support the Environmental Quality Control manager and Environmental Quality Control Officer to develop the Health and Safety Guideline.
  10. Promote and facilitate cooperation between staff, management and Board in the development and implementation of OHS policy, procedures, guidelines and programs at BTL, E.P.
  11. Ensure a best practice and continuous improvement approach, is adopted by the BTL, E.P. in all matters of occupational health and safety.
  12. Monitor and continuously improve BTL. E.P. compliance with occupational health and safety legislation, standards, codes of practice, policies and procedures.
  13. Review the occupational health and safety performance of Directorate, departments to ensure that all areas consistently achieve a high standard.
  14. Review the occupational health and safety performance of "collaboration/shared" sites between BTL, E.P. and external parties.
  15. Review and monitor occupational health and safety matters from subcommittees.
  16. Engage with affiliated organizations to ensure a high standard of occupational health and safety is provided to all BTL, E.P. workers as required.
  17. Promote occupational health and safety awareness and appropriate behavioral and cultural change of staff and management throughout the BTL, E.P.

Required Skills and Qualification

C. Qualifications and Experience

1. Education:


For advanced positions in occupational safety and health, employers typically require a degree, and senior master's degree. These degrees should typically be in occupational safety and health, but related fields like engineering, biology or chemistry may also be acceptable.

2. Experience:

a) Acceptable technical training in the field of occupational safety and health or related area, minimum of two years' experience in the occupational safety and health field.

b) Acceptable technical training in the field of occupational safety and health or related area, several years' related experience in the workplace safety and health field, several years' experience in a supervisory or management capacity.

c) H&S Specialist are detail-oriented professionals with strong critical thinking skills who assess risks and create reports to protect others against health, safety, and environmental dangers. Employers hire HSE officers who have the following essential skills:

d) Communication skills – HSE officers use written communication skills to create reports and training materials, and verbal communication skills to delegate tasks to other H&S staff members

e) Organization skills – H&S Specialist use organization skills to manage multiple safety projects and analyze multiple studies at once

f) Analytical thinking - good analytical skills and the ability to think critically are must-haves for H&S Specialist, who analyze data and compile it into usable material and reports

g) Public speaking – H&S Specialist use public speaking skills to give presentations and present oral reports regarding health, safety, and environmental hazards within a specific workplace or geographic area

h) Leadership – H&S Specialist use leadership skills to manage other health, safety, and environment staff members and assign them specific investigative tasks

3. Language requirements:


  • English language – excellent written and oral communication skills. In addition to excellent command of English, proficiency in Tetun, Bahasa Indonesia and Portuguese will be an advantage.
  • Ability to read, analyze, and interpret professional journals, technical procedures, or governmental regulations. Ability to write technical reports, business correspondence, and laboratory procedures. Ability to effectively present information and respond to questions from customers, and the general public.
