Project Overview:

The Pacific Labour Facility (PLF) facilitates seasonal and longer-term work opportunities for Pacific workers in Australia. It connects Australian employers with Pacific workers under the newly introduced Pacific Australia Labour Mobility (PALM) scheme which combines the existing Pacific Labour Scheme (PLS) and Seasonal Worker Programme (SWP).

Role Overview:

The Labour Mobility Officer will support and deliver the various steps of the mobilization process, for workers participating in the Australian Labour Mobility Programs. The role also includes working with the PLF team to support developing applicant employability skills to improve their employment opportunities as well as support the smooth implementation of the new PALM scheme processes in future.

Timor-Leste

In Timor-Leste, support for the country's participation in the SWP is currently provided by the Workforce Development Program Timor-Leste (WDPTL), whose goal is to contribute towards a Skilled Workforce for a Prosperous Timor-Leste. With WDPTL mandate ceasing on 30 June 2022, PLF will assume full support to Australian labour mobility in SEFOPE.
The LSU employs 13 staff, including a Director. The Government of Timor-Leste also employs an Australian-based Labour Attaché team to work with Australian employers and provide in-Australia support to participating Timorese Workers.

Responsibilities:

  • Work collaboratively with LSU teams to organise recruitment and mobilizations processes
  • Facilitate fitness and medical testing with prospective workers to ensure appropriate fitness standards for the worker ready pool
  • Support the implementation of reintegration processes
  • Support facilitation of high-quality Pre-Departure Briefings (PDB) for selected workers departing to Australia
  • Contribute to the development/revisions of relevant program SOPs

Requirements:

  • Tertiary qualification in administration, human resources or similar relevant discipline or at least 3 years demonstrated experience in the delivery and facilitation of development programs
  • Excellent communication skills, for external engagement.
  • Demonstrates high levels of initiative.
  • Has strong organisational and time management skills.
  • Excellent skills in the use of Microsoft Office products including Word, Excel, PowerPoint, Outlook
  • Experience in managing and implementing projects.
  • Demonstrated understanding of Gender Equality, Disability and Social Inclusion (GEDSI) processes, principles and practices.
  • Experience in fast paced working environments, with tight deadlines.
  • Excellent English and Tetum written and verbal communication skills for high level external engagement and report writing.
