Project Manager for Hakbiit Feto Project - ADRA Timor-Leste


Position : Project Manager

 

Project Title : Supporting Timorese CSO & Women as Empowered Market Agents (Hakbiit Feto) Project

Location : Dili, with frequent travel to Ainaro, Baucau, and Bobonaro

Duration : 1 year with possible extension

Reporting to :  Program Director

Supervises : Business and Value Chain Specialist, Monitoring, Evaluation and Learning (MEAL) Specialist, Family Visit Officer, Community Consultation Facilitator. 

Remuneration: Manager Level – Range determined according to experience

 

Project Information: Hakbiit Feto Project has the overall objective to empower women socially and economically through 1) strengthening women focused CSOs to operate effectively to support development and women’s empowerment; 2) promoting supportive relationships within families for participation in society and economic activities; and 3) supporting women’s engagement in society and the economy through participation in value chains and market systems. The project will be implemented in 4 municipalities of Ainaro, Baucau, Bobonaro and Dili. It will be benefitting 45 CSOs and 60 Informal groups active in production, processing, trading and saving and loan activities.  This project is funded by the European Union and implemented by ADRA in partnership with Rede Feto Timor-Leste.

Position Purpose : The Project Manager is responsible to lead the planning, implementation and monitoring of the Hakbiit Feto Project according to ADRA Timor-Leste and donor guidelines and standards in order to achieve Project Goal and Impacts.

 

Key Responsibilities

1 – Project Management and Partners Relations

  • Ensure the project is implemented within the duration, scope, and budget of the approved proposal.
  • Ensure the following is implemented in collaboration with project team members and key stakeholders:
  • Selection and validation of beneficiaries and third parties.
  • Development of the Project Annual Work Plan as per donor guidelines and orientation.
  • Activity Implementation according to the workplan and the budget
  • Ensure the implementation of crosscutting issues such as gender equity, child protection, and environment are considered throughout implementation.
  • Regular planning and review meetings among project team and the local partners
  • Interact, build and nurture effective working relationship with the relevant national and municipal stakeholders, such as Secretary of State of Equality, Ministry of Agriculture and Fisheries, Ministry of Commerce and Industry, local NGOs and other relevant partners.
  • Maintain regular communication and immediately communicate significant issues with the Program Director.

 

2 – Human Resource Management

  • Lead the recruitment process of the required staff whenever the case arises to hire new staff.
  • Use performance management to ensure high quality output and performance of staff.
  • Foster a friendly, positive and appreciative culture among the team members and the local partners.
  • Mediate personnel issues and foster a learning culture.
  • Ensure capacity development of the project team and the local partners.

 

3 – Monitoring, Evaluation, Learning

  • Baseline survey, annual reviews and final evaluation are caried out according to the schedule.
  • Develop and implement appropriate tools and system to monitor the progress, quality, and impact of the project activities.
  • Provide feedback to team members.
  • Dissemination of the lessons learnt and best practices to key stakeholders through lessons learnt workshops.
  • Prepare quarterly and annual progress reports according to donor and country office reporting guidelines.
  • Collect stories of success or challenges from community members, leaders or other stakeholders for public relations and communication purposes.
  • Develop relationship with the local Seventh-day church leaders and share about the work of ADRA in the region.

 

4 – Financial Management

  • Monitor the actual expenditures in comparison with the budget and implementation mode in coordination with the Finance Department and the local partners.
  • Ensure the budget execution is timely.
  • Ensure 100% compliance of procurement policy both ADRA TL policy and donor requirements.
  • A complete procurement process is followed where a purchase request is made, quotations are obtained, and supplier selection is based on quality, price, availability, and delivery conditions.
  • Ensure disbursements vouchers are properly signed and backed up by receipts and invoices.
  • Ensure the internal mechanisms are in place.

 

Requirements

  • A university degree in development, economics, or related field.
  • At least five (5) years’ experience in project management, preferably with EU funded projects.
  • Demonstrated leadership skills.
  • English and Tetum fluency are essential.
  • Proficiency in Microsoft Office (Word, Excel, PowerPoint, Outlook)
  • Strong track record in managing and strengthen the institutional capacity of local partners.
  • Candidates with strong gender or women empowerment background are highly preferred.
  • Strong people and communication skills including the ability to negotiate and build good working relationships.
  • Ability to be flexible, creative, and able to work well in challenging environments.
