World Vision is a global relief, development and advocacy organization dedicated to working with children, families and communities to overcome poverty and injustice. World Vision Timor-Leste began its first project in Aileu municipality in 1995, and opened its national office in Dili in 1999. Job Purpose:
The position of Communications Manager will be responsible for spearheading strategic communications and public engagement initiatives in support of the function’s mandate to build and protect corporate reputation, in alignment with the national objectives of World Vision Timor-Leste. This role guides planning, coordination, management and delivery of the World Vision TL integrated strategic, grants and corporate communications program through creative content development, media and public engagement and digital marketing. This role will also ensure brand and messaging alignment across all corporate publications and collaterals produced in World Vision TL, and position WV as a partner of choice for child well-being and protection. This position plays a key role in risk communications and executive communications.
Additionally, the position will also support the Senior Management Team in World Vision in crisis and emergency communications during emergencies, in close coordination with the Asia Pacific Regional Office (APRO) Communications and Public Engagement Team.
This role reports directly to the National Director and is matrixes to the Communications and Public Engagement Regional Director, (APRO).
(Leadership)
- Develop and deliver on a Department Strategy and an Annual Business Plan which support functional and national objectives WVTL, with measurable outcomes, and ensure effective monitoring/evaluation and reporting.
- Lead the overall planning, organizing, and implementation of WV Timor-Leste communication strategies and public engagement activities and championed the well-being of children in close collaboration with other departments, internal and media elites, policymakers, donors, and leaders, externally.
- Develop and implement WV Timor-Leste External and Internal Communications Guidelines and Policies and ensure their adoption across the organization.
- Manage the communication of risk issues to protect the reputation of the organization.
- Mobilize the partnership, media, donors to amplify country-level initiatives and messages, for a greater share of voice and impact.
- Develop and implement communications strategy and plan that measurably increase the level of recognition and positive perception of WV TL with donors, community stakeholders, and referring agencies.
- Develop the communications skills in non-communications staff in order to improve their quality reporting.
(Donor/Public Engagement Communication)
- Lead all aspects of supporting Grants Acquisition Management (GAM) in communications, based on WVI best practices and technical guidelines working closely with Grant Acquisition Manager.
- Provide strategic input during grants proposal development to ensure grant communication resources are planned into the grant-life cycle and are adequately funded.
- Manage the communications planning and outputs for major donors and grants.
- Produce and package feature stories, photos, videos, and issues-oriented reports high-quality creative content bringing out strong messaging on WVTL’s ministry, and ensure all creative products are marketable, packaged for different audiences and different platforms, and have a wider reach to improve grant funding opportunities and ensure effective donor and public engagement.
- Lead in increasing scope and content, from the field, for WVTL external communications across all platforms including traditional media, social media, website, and multi-media, to raise the profile and visibility of World Vision’s grassroots activities and impact in Timor-Leste.
- Ensure increased public engagement and media interest in WV’s work and that they are inspired to advocate and bring about positive change in the lives of the most vulnerable children.
- Engage in the development and implementation of a quarterly work plan for meeting the strategic media objectives of WVTL and ensuring that its media profile is increased.
- Develop and maintain key in-country media contacts (in Timor-Leste and Dili focused).
- Liaise with National and Local Press to support Programmers' media coverage.
- Ensure Communications lead during a media crisis.
(Content and Creative)
- Lead productive pitching and provision of stories photos to/through “Content Flow” and other WV Communications platforms like Story Hub, thereby ensuring that all such assignments are produced on schedule while meeting professional standards for informing, educating, and engaging donors
- Lead the production and updating of quality documents for positioning WVTL efforts towards attaining child well-being including annual reports, publications, sectorial fact sheets, etc.
- Review and give oversight to all external WVTL’s communications, including articles, blogs, appeals, website, and social media, and ensure compliance with World Vision’s brand guidelines.
- Ensure 100% alignment of WVTL to the Branding Guidelines and that all visibility material is reviewed by Comms for approval.
- Ensure thorough knowledge of the Brand among all staff and 100% completion of Brand 101 training.
(Emergency Communications)
- Undertake rapid deployment to disaster zones if/as required to produce quality stories and photos for WVTL and the WV Partnership.
- Liaise with national media during emergencies, providing them with information, content and assistance if/as required.
- Be responsible for revising the Communications Disaster Preparedness Plans.
(Executive communications)
- Submit monthly, quarterly, semi-annual reports to the supervisor.
- Support the production of WVTL internal publications.
- Support the production of communications resources requested by the National Director.
- Increase the visibility of WVTL within the Partnership through existing and innovative channels which include LinkedIn, executive speaking, editorial and media opportunities; strategic external engagements.
Key Requirements:
- 3+ years of experience writing and editing fundraising, grants (preferred), or business proposals.
- 5+ years of development/ humanitarian and/or external communications/PR experience is preferred; commensurate experience will be considered.
- Bachelor’s Degree or an Advanced Diploma in, media studies, journalism, Mass, Communication, English, or related field.
- Excellent knowledge of creative storytelling.
- Excellent knowledge in marketing and brand.
- Excellent knowledge of sensitivities related to country, cultures, and ethnicities.
- Skills in grants communication and reporting.
Skill in leading a multi-role team with clarity.
- Ability to switch on to emergency mode when required and do a quick change of priorities.
- Ability to work collaboratively with staff and leadership to think strategically.
- Ability to handle multiple and varied tasks with ease, while demonstrating a high level of accuracy.
- Strong computer skills that include Microsoft Office, various social media (Facebook, Twitter, etc.), and familiarity with relational donor databases.
- Ability to research and analyze potential funders including corporate, foundation, and governmental.
- Ability to work collaboratively in a team-oriented environment while taking ownership of assigned duties and initiatives.
- Travel to the field is required.
- Excellent oral and written (English) communications skills.
