INTRODUCTION:
CARE is an international development and humanitarian aid organization fighting global poverty, with a special focus on working with women and girls to bring lasting change to their communities. CARE’s long term program will focus on women and girls in rural disadvantaged areas with four priority areas: SRM Health and Rights, Women’s Economic Empowerment, Women’s Voice and Education.
PURPOSE OF THE POSITION:
The role requires professionalism, good attention to detail, an ability to work independently, good interviewing and communication skills.
This position is based in Ainaro, with travel required to other field offices and data collection locations.
MAIN RESPONSIBILITIES:
Monitoring, Evaluation & Learning
Implementing the project’s M&E plan in the field under the guidance and supervision of the Senior MEL Officer and M&E Specialist. This will include;
- Conducting frequent visits to all project school locations and meet with school administrators, teachers, students, parents, and other community members to verify and collect information;
- Conducting project beneficiary data verification to ensure accurate tracking and reporting
- Document his/her school visits to provide other project staff with greater insight into project activities in the field and identify any potential risks to data quality (including gender bias, missing documents, missing data, poor quality data, issues of record-keeping at the schools, changes of school administrators, teachers or key community leaders, etc.);
- Assisting both quantitative and qualitative research by participating in the project evaluations, supporting logistics for the mid-term and final evaluations and any other special topic research;
- Support the project learning process using data collected in the field to improve the project implementation and sustainability;
- Ensuring data is collected and accurately entered following established and consistent protocols;
- Developing and maintaining cordial and professional relationships with the school personnel and other key community leaders to foster trust and collaboration with the project;
Other tasks
- Participate in MEL team meetings on a regular basis;
- Assist in project activities involving MEL training or presentations;
- Accomplish any other job as & when required as assigned by supervisor.
OTHER RESPONSIBILITIES:
- To proactively participate in the staff evaluation (APPA) process including the annual appraisal, midyear review and regular 1:1 meetings, ensuring that the APPA process (including the paperwork) is an integral component of Annual Work Plans and activities;
- Engage in emergency preparedness, assist in any emergency response as required;
- Promote a safe and secure work environment; foster a culture of safety and security awareness and consistently follow all CARE safety and security policies, procedures and directives; and
- Demonstrate an ongoing commitment to gender equality, diversity and child protection.
EXPERIENCE AND QUALIFICATIONS:
- Completed a relevant undergraduate university degree;
- At least three years of experience in data collection;
- Preferably with experience conducting interviews, facilitating focus group discussions and/or conducting student competency tests;
- Preferably with experience in education and knowledge of school dynamics in Timor-Leste;
- Preferably experience working in one or more of the target municipalities;
- Strong preference is given to candidate who speaks Mambae fluently
- Good written and verbal skills in Tetum, good English skills desirable and fluency in languages common in the targeted municipalities desirable;
- Good numeracy skills and demonstrated knowledge of and experience in Microsoft Excel and/or Google spreadsheets;
- Good time management skills, including the ability to plan and manage competing priorities to ensure timely completion of tasks;
- Demonstrated problem solving and communication skills;
- Demonstrated honesty, maintaining confidentiality, reliable and trustworthy;
- Experience of working with an International Non-Government Organisation (INGO) desirable and a willingness to learn about CARE, gender equality and women’s empowerment activities.
