  • Join the Australia Timor-Leste Partnership for Human Development (PHD), 24 month contract (with possible extension), locally engaged positions, based in Dili, Timor-Leste  

 

About PHDs Gender Strategy  

PHD’s Guiding Strategy highlights the importance of a GE across the PHD program to promote gender transformation and equality in Timorese institutions, systems and services. PHD works closely with implementing partners including the line Ministries of Health, Education and Social Solidarity and Inclusion to improve the quality and inclusivity of select services. In order to achieve this, PHD recognises the need for a systematic approach to institutionalising gender mainstreaming within government systems as well as across PHD as a program. The PHD GE Team, led by the Manager, is responsible for taking forward this area of work, in line with DFAT and Abt policies, strategies and the annual workplans. 

 

The Opportunities  

With 2 positions now being recruited for, we are seeking suitably qualified individuals to join PHD. For full position details please follow the links provided.  

The Manager – GE will strategically lead, co-ordinate and manage all GE commitments and activities across PHD. Working closely with the Australian Embassy, PHD Sector teams, stakeholders and partners, the Manager will deliver identified GE priorities that are aligned with the annual workplan and key outcomes.  

Providing specialised advice to the PHD leadership and program teams to ensure all GE commitments are achieved, the Manager will ensure that GE strategy is guiding the development of approaches and tools required to mainstream GE effectively across the PHD program; this will include, ensuring the technical teams and partners have the advice, training, resources and mentoring to implement these. The Manger will oversee the resourcing, budget, MEL and reporting requirements for GE across the program. In addition, the Manager will work closely with other cross cutting teams, specifically Disability Inclusion, to ensure that an intersectionality approach promoting inclusion is used in PHD work. 

The Advisor - GM will focus on providing targeted GM technical guidance and assistance across PHD, with a focus on improving the GM practice and approaches of government partners in the sectors of health, education and social solidarity and inclusion. Working closely with the PHD Sector teams, government stakeholders and partners, the Advisor will take on tasks and responsibilities to progress GM priorities. This will large focus on providing direct technical support to key government partners to improve GM practice and approaches at the national and or sub national level, through a systems strengthening approach.  

The Adviser will work with PHD teams and other key stakeholders to increase the understanding and design, implement, budget and review targeted GM initiatives. In addition, the Manager will work closely with other cross cutting teams, specifically Disability Inclusion, to ensure that an intersectionality approach promoting inclusion is used in PHD work.  

 

The Program 

The PHD supports the Government of Timor-Leste’s Strategic Development Plan 2011-2030 and reflects Australia’s commitment to work in partnership with Timor-Leste to invest in improved wellbeing for Timor-Leste’s people. PHD aims to deliver lasting impact on the program goal: ‘People in Timor-Leste are healthier, better-educated and better able to contribute to Timor-Leste’s development.’ Through PHD, Australia supports the Government of Timor-Leste (GoTL) to deliver higher quality and inclusive services in primary healthcare, basic education, and social protection. 

Abt Associates Australia is the implementation partner for PHD, contracted since May 2016 until May 2026.
