CRS Timor-Leste currently has a diverse portfolio of projects, including agriculture livelihoods (nutrition-sensitive agriculture, climate-smart agriculture, technical assistance for enhanced productivity), peacebuilding, saving and internal lending communities (SILC), disaster risk reduction (DRR), humanitarian response, and water security. Current donors include United States Agency of International Development (USAID), USAID/Bureau of Humanitarian Assistance (BHA), Margaret A. Cargill Foundation, Australian Dept. of Foreign Affairs and Trade (DFAT), UN Women, and Latter-Day Saints Church. 

 

Following implementation of the Resilensia Di’ak (Good Resilience/ReDi) project in Timor-Leste in 2020-2021 with, CRS Timor-Leste, as part of a consortium led by Mercy Corps, has applied for funding to USAID/BHA to implement a three-year follow-up program called Resilensia Di’ak Ples (Good Resilience Plus/ReDi+). The overall goal of the ReDi+ program is for poor and vulnerable rural households in Timor-Leste to become more resilient in the face of recurring natural disasters. ReDi+ will build off partners’ experience and learnings from implementing disaster risk reduction (DRR), agriculture, and economic recovery and market systems (ERMS) programs in Timor-Leste since 2011. If the funding application is successful, CRS will be responsible for implementing DRR, climate-smart agriculture (CSA), ERMS and SILC programming in the municipalities of Baucau and Lautem in eastern Timor-Leste. 

 

Job Summary:

As part of the CRS Timor-Leste Country Programming team, you will manage and provide technical oversight of the development and implementation of ReDi+ Project, ensuring effective systems and processes are in place that support high-quality programming advancing CRS’ work in serving the poor and vulnerable. Your management skills and knowledge will ensure that the project delivers high-quality programming and continuously works towards improving the impact of its DRR, CSA, ERMS, and SILC activities.

 

This position will be based in Baucau.

 

Roles and Key Responsibilities:

  • Manage and implement all ReDi+ activities throughout relevant project cycles - project design, start-up, implementation and close-out - to ensure efficient and effective implementation in line with CRS program quality principles and standards, donor requirements, and good practices. Ensure project team and partner staff use the appropriate systems and tools.
  • Effectively manage talent and supervise. Manage team dynamics and staff well-being. Provide coaching, strategically tailor individual development plans, contribute to the recruitment process of project staff, and complete performance management for direct reports.
  • Champion learning with project staff and partner teams. Analyze and evaluate project performance data following MEAL policy. Proactively identify issues and concerns and use participatory processes to overcome implementation obstacles.
  • Act as a key resource person in project design and proposal development in respective programming area, gap-filling and taking on growth responsibilities, as needed.
  • Effectively manage talent and supervise. Manage team dynamics and staff well-being. Provide coaching, strategically tailor individual development plans, contribute to the recruitment process of project staff, and complete performance management for direct reports.
  • Coordinate the identification of staff capacity and technical assistance needs of partner organizations and capacity strengthening and required interventions to support quality project implementation.
  • Help identify, assess and strengthen partnerships relevant to <Program Area(s) or projects>, applying appropriate application of partnership concepts, tools and approaches.
  • Coordinate and monitor financial and material resources

 

Basic Qualifications

  • Bachelor's Degree in International Development, International Relations, Agriculture or another relevant field required. Master’s Degree would be a plus. Additional experience may substitute for some education. 
  • Minimum of 5 years of relevant field-based experience in coordinating or managing light to moderately complex projects required, preferably with an international NGO.  
  • Additional experience may substitute for some education. 
  • Project management experience in DRR, climate-smart agriculture, financial systems support, or ERMS, is highly desirable. 
  • Experience engaging with partner organizations. 
  • Experience contributing to the development of technical proposals. 
  • MEAL skills and experience preferred. 
  • Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information management systems.  
 

Required Languages – Tetun and English.

 

Travel - Must be willing and able to travel up to 25% to field locations in Lautem and Baucau.  This position is based in Baucau.

Preferred Qualifications

  • Strong experience in project management, preferably for grants from public donors, including USAID.
  • Experience engaging with partner organizations.
  • Staff management experience and abilities that are conducive to a learning environment.

Internal: Program Quality Manager, Sub-Regional Head of Programming, Head of Office, Operations Manager, Country Manager, Finance Manager, Agriculture Program Manager, SILC Technical Advisor, MEAL Manager.

External: Other International Non-governmental organizations (INGO), local partners, donors and government stakeholders.
