CRS Timor-Leste currently has a diverse portfolio of projects, including agriculture livelihoods (nutrition-sensitive agriculture, climate-smart agriculture, technical assistance for enhanced productivity), peacebuilding, saving and internal lending communities (SILC), disaster risk reduction (DRR), humanitarian response, and water security. Current donors include United States Agency of International Development (USAID), USAID/Bureau of Humanitarian Assistance (BHA), Margaret A. Cargill Foundation, Australian Dept. of Foreign Affairs and Trade (DFAT), UN Women, and Latter-Day Saints Church. 

 

Following implementation of the Resilensia Di’ak (Good Resilience/ReDi) project in Timor-Leste in 2020-2021 with, CRS Timor-Leste, as part of a consortium led by Mercy Corps, has applied for funding to USAID/BHA to implement a three-year follow-up program called Resilensia Di’ak Ples (Good Resilience Plus/ReDi+). The overall goal of the ReDi+ program is for poor and vulnerable rural households in Timor-Leste to become more resilient in the face of recurring natural disasters. ReDi+ will build off partners’ experience and learnings from implementing disaster risk reduction (DRR), agriculture, and economic recovery and market systems (ERMS) programs in Timor-Leste since 2011. If the funding application is successful, CRS will be responsible for implementing DRR, climate-smart agriculture (CSA), ERMS and SILC programming in the municipalities of Baucau and Lautem in eastern Timor-Leste. 

 

Job Summary:

As a member of the ReDi+ project team, you support the design and implementation of a strong Monitoring, Evaluation, Accountability and Learning (MEAL) system for the project in accordance with CRS MEAL Policies and Procedures. A strong MEAL system ensures high-quality programming through systematic data collection and management, incorporation of beneficiary accountability measures, and the documentation and sharing of learning. Working closely with the MEAL Project Manager and the entire project team, the MEAL Project Officer will be responsible the organizing data collection activities, and overseeing data verification, storage, and management.  The MEAL Officer is also expected to draft project reports that will be shared with partners, donors, and other stakeholders. The MEAL Officer will work closely with project team members and partner staff to facilitate learning and reflection processes. S/he will also provide MEAL-related capacity building and mentoring to CRS and partner staff based on donor MEAL requirements as well as CRS MEAL Policies and Procedures. Your thorough and service-oriented approach will ensure that the project consistently applies best practices and constantly works towards improving the impact of its benefits to those we serve.

 

This position will be based in Baucau.

 

Roles and Key Responsibilities:

  • Supports project team members, partner staff, and other key stakeholders to design and implement a MEAL system, that specifies indicator definitions, data collection methods, frequencies, and staff responsibilities.
  • Ensures the timely collection of high-quality data that the project needs to monitor progress.
  • Manages the implementation of data collection activities such as surveys, focus group discussions, and key informant interviews.
  • Organizes and helps conduct MEAL training workshops, meetings, and other related events.
  • Prepares reports and learning products such as indicator performance tracking tables (IPTT) and success or impact stories.
  • Communicates key project information with project participants, partners, donors and other stakeholders.
  • Addresses issues found in the project MEAL System and contributes to its improvement.
  • Builds the capacity of CRS staff and partner staff in MEAL by providing regular training and coaching.
  • Manages the project’s feedback and response mechanism.

 

Basic Qualifications

  • University or institute degree in social sciences, statistics, econometrics, management, rural development or other related degree.
  • Minimum 4 years of progressive experience in supporting the implementation of MEAL systems for projects in community-based development and/or emergency response projects.
  • Understanding of monitoring, evaluation, accountability, and learning and their role in program management
  • Experience in conducting surveys, facilitating focus group discussions and interviews, and other quantitative and qualitative data collection methods.
  • Experience in organizing and conducting workshops.
  • Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint).

 

Required Languages – Tetun and English

 

Travel - Must be willing and able to travel up to 50% to field locations in Lautem and Baucau.  This position is based in Baucau.

Preferred Qualifications

  • Experience in conducting or supporting capacity building activities for staff such as trainings, orientations, or workshops.
  • Experience working in collaboration with government counterparts, donors, Church partners, NGOs, and community-based organizations.
