About the Consultancy Opportunity
The Consultant (Training Officer for Value Chain and Market) will be actively involved in the implementation of Aquaculture Value Chain and Market related activities of the “Partnership for Aquaculture Development in Timor-Leste - Phase 2 (PADTL2) funded by Ministry of Foreign Affairs and Trade (MFAT), New Zealand and Accelerating Aquaculture Development in Timor-Leste (AAD-TL)” project funded by the USAID.
The consultant will be working closely with the ‘Aquaculture Production Systems and Fish in Food Systems’ teams, as well as with a range of stakeholders participating in project supported activities in Dili and other target municipalities.
The consultant will be expected to:
- Identify and monitor the demand for tilapia in local municipal markets and in the national market.
- Facilitate linking fish producers to these markets and identify the size of both the demand and the supply.
- In collaborations with project partners, involved in marketing fresh fish in Dili and in municipal towns to facilitate the linkage between SFF clusters to enable a coordinated and regular supply of fish according to agreed size, quality and price/kg.
- In collaboration with project partners, importing and suppling commercial fish feeds including apex importers, municipal input suppliers (loja agricultura) and Local Service Providers (LSP): facilitate the establishment of a fish feed distribution network that enables coordinated and regular supply of quality feeds to PPP hatcheries and to subsistence, semi-commercial and commercial fish farmers according to agreed schedules, qualities, quantities and price ranges they require and in accordance with best management practices.
- Assist the Market and Value Chain Coordinator in planning and implementing Farmers Field School/FFS Trainings (Module: cost benefit analysis and marketing) of project partners across PADTL 2 and AADTL project sites.
- Assist the Market and Value Chain Coordinator in organizing other PADTL 2 and AADTL project meetings, trainings, workshops at the local as well as the national level.
- Play a lead role in providing mentoring and support to all fresh and processed tilapia fish marketing activities and linkages, including with school feeding programs, hospitals food providers, jails, and barracks.
- Assist in implementing other project related activities as required, including surveys and reports that enable the projects’ Value Chain and Marketing component to be properly monitored, managed and reported.
Requirements
This opportunity might be suitable for you if you have the skills and qualifications listed below:
- A Diploma or Bachelor Degree in Aquaculture, Fisheries, Agriculture, Agri-business, rural development or related field.
- Knowledge of the principles of aquaculture/agricultural value chain and market analysis and development.
- Established experience in the application of rural development extension and FFS training activities in the field.
- Knowledge of participatory and livelihood approaches to aquaculture development, or community development.
- Knowledge of Microsoft Office would be an advantage.
- Previous direct experience in improving agricultural commodity value chains would also be an advantage.
- Basic communication skills and a working knowledge of English.
- Experience in agricultural value chain and market related activities.
The successful consultant will produce the monthly activity progress report (in agreed format) including relevant milestone deliverable for that period
BudgetApplicants should indicate overall budget. This should include indication of fees/per day rates of individuals involved, and any other expenses.
Location and DurationThe successful consultant should be available to commence the consultancy contract in May 2022. The consultant will have an overall duration of maximum ten (10) months, with all outputs fully completed by February 2023. This position is open to nationals applicants only.
