Marie Stopes Timor-Leste (MSTL), a member of the Marie Stopes International (MSI) global partnership is a non-profit, non-government organization (NGO) specializing in supporting and delivering high quality family planning and sexual and reproductive health services (SRH). We have been working in Timor-Leste since 2007 to support the Ministry of Health (MoH) implement national reproductive health strategies and achieve national maternal health goals. Our guiding principles are to support the MoH to deliver a broad range of high-quality family planning and SRH services, ensure excellence in clinical quality, and support the delivery of services that are client-focused and promote choice.
MSTL seeks for a Timorese National for the position of Procurement and Logistic Officer to be based in Support Office Dili with frequent travel to municipalities.
As a member of the Operations Team, the Procurement and Logistics Officer is responsible for coordinating the procurement, logistics, contract and control of MSI goods across the program. The Procurement and Logistic officer also manage contract, and organization’s assets, ensuring contracts are properly executed, asset are properly allocated and registered, and the right stock is ordered and delivered to the right place in the most cost-efficient manner.
Key Requirements of the Position:
Qualifications: |
- Bachelor degree in Management, Business, Finance, Supply Chain or equivalent area
- Any other Procurement training preferred
Experience: |
- Minimum 2 years experience as a procurement officer or related position, or 5+ years in relevant areas without degree
- Experience in contract management is preferable
Skills: |
- Solid knowledge and understanding of procurement processes
- Ability to work without supervision
- Ability to prioritize and manage workload
- Ability to use common computer programs (MS Word, Excel, Outlook)
- Ability to analyze problems and strategize for better solutions
- Ability to negotiate, establish, and administer contracts
- Ability to work well with management and staff at all levels
- Goal-oriented, organized team player
- Ability to be flexible and support the needs of the team as required
- Accurate and precise attention to detail
