Overview of Activity 

The purpose of the USAID/Timor-Leste Trade Governance Activity is to support the Government of Timor- Leste to institutionalize a well-governed and modern trade system that is professional, transparent, accountable, efficient, effective, responsive to Timorese, and compliant with international standards and obligations. The activity commenced on April 1, 2022, and is scheduled to end on August 7, 2025.   

 

 Overview of Position 

The applicant will work with the senior project IT developer to assist in the development, implementation, adjustment, and troubleshooting of web-based applications, including the Customs Authority website, and several databases. The vacancy is based in Dili, however; there may be some regional travel required within Timor-Leste. Timorese nationals are strongly encouraged to apply.    

 

Key Responsibilities 

  • Implement new features to existing software according to specifications 
  • Work in close partnership with government and private-sector stakeholders 
  • Develop clear and concise written reports   
  • Develop and deliver appropriate training to government officials  
  • Troubleshoot, debug, and test new features 
  • Suggest viable solutions to resolve issues with existing software 
  • Specify implementation details for proposed new functionality and features 
  • Maintain up-to-date records of issues with existing code, and propose potential improvements 
  • Maintain documentation for newly written code 
  • Implement fixes and modifications to front end code 
  • Support other project developers by assisting in the implementation of new functionality 
  • Write tests and fix existing tests in the automated testing suite 
  • Assist in the deployment and implementation of appropriate automated systems  


Minimum Qualifications: 

  • Completed bachelor’s degree in Computer Science, Computer Engineering or similar 
  • Excellent verbal and written communication skills in English and Tetum 
  • Ability to develop and maintain productive working relationships with both the government and private-sector stakeholders 
  • Ability to research and execute solutions based on online guides and tutorials 
  • Technical aptitude and the ability to problem-solve 
  • Knowledge of HTML/CSS and Javascript 
  • Strong work ethic, positive attitude, and motivation to learn 
  • Ability to work independently as well as in a team environment 
  • High level of professionalism and ethics 
  • Technical creativity and a history of finding creative solutions to interesting problems 
  • Ability to manage multiple priorities in a fast-paced environment 
  • Experience with SQL, Java, web development, python 
  • Experience in working on development or modernization activities is desirable
