Today, we have three Area Programs implementing projects in four municipalities: Aileu, Baucau, Bobonaro, and Covalima.

JOB PURPOSE

World Vision Timor-Leste (WVTL) is hiring an Agricultural Technical Coordinator for the Better Food Better Health (BFBH) project to be based in Dili. This position will provide technical leadership and supervision to the implementation of agricultural activities within BFBH a nutrition-sensitive agriculture project. This will involve frequent field visits to Bobonaro, Aileu, Covalima, and Baucau. This position will work with the current Agricultural and Economic Development Technical Specialists to represent WVTL within national and regional forums.

The Technical Coordinator is responsible for:

Ensuring quality implementation of agriculture activity based on project model from design to implementation in line with donor requirements Providing Technical capacity building to project staff and assisting project implementation based on Detailed Implementation Plan. Coordinate with Technical Specialist about project models and guidelines as per outcomes of the project to ensure the quality of project implementation Assist project staff on project model training of trainers before rolling out to field implementation. Assist Technical Specialists in research and technical assessment to ensure the quality of the program.  Working closely with Government Representative at the Municipality level to ensure project implementation aligns with government priorities per strategies sectors. Share training materials and provide technical capacity building to MAF Technical Workers to ensure the quality of projects in the field.

 

Project support for Agriculture Programme

  • Support WVTL Technical Specialist and Project Coordinators and partners within the Agriculture Programme to ensure quality implementation that meets WV Strategic Framework and Donor Requirements.  
  • Ensure Technical Documentation is updated and clear deliverables to project staff in coordination with Technical Specialist 
  • Support and update project tools and manuals based on lessons learned during project implementation
  • Ensure the project uses best-practice agricultural guidelines including climate-smart agricultural techniques and nutrition-sensitive agriculture practices.
 

Capacity Development

  • Contribute to the capacity development of WVTL staff in the Agriculture area including facilitation of key training based on discussion with Technical specialists.
  • Ensure project staff performance on quality of activities and support Project Coordinators to improve project staff performance.
 

Representation

  • Representation as Technical Coordinator of project in Municipality Level to ensure project models are up to date and sharing learning activities to relevant stakeholders.
  • Support Technical Specialist on develop strong relations with national level line ministries and other local authorities and stakeholders, facilitating regular communication on program implementation, progress and challenges.
 

Support development of technical approaches

  • Support Technical Specialist to develop clear the project models approaches and tools and review as necessary through evidence bases and impact results.
 

Resource support

  • Contribute to the development project proposal from the learning experiences getting from the field to any funding opportunities.
 

Minimum Qualification, Skills and Experience required:

  • Degree in agronomy sciences, agriculture-related areas. post-graduate education training in agriculture sciences is an added advantage.
  • Minimum 1 year in agriculture programming
  • At least 2-3 years of experience working in the area of agriculture and program design, implementation and monitoring, staff training, and coaching
  • Experience in implementing development projects, including working with project partners.
  • Training or experiences in Agriculture development programming; understanding agriculture context and strategies in Timor-Leste and cross-cutting themes, including gender, child protection, and disability
  • Strong representation in networking development groups, working group manuals, and guideline approaches related to the agriculture context in Timor-Leste.
  • Familiarity with core principles of climate-smart agriculture, nutrition-sensitive agriculture, conservation farming, and farming as a business.
  • Competence in spoken and written English communication.
  • Able to work on multifunctional tasks under the pressure of time and organizational changes.
  • Understanding of the Humanitarian/NGO industry.
  • The ability to think strategically and solve problems.
  • Proficiency in English (especially reading and writing) is essential.
  • Be willing to work in a team environment and travel (about 30%) and stay overnight at project sites.
