Mercy Corps Timor Leste is seeking to hire a qualified Communication Officer for Resiliensia Diak plus (Good resilience Plus – ReDi+ Program) funded by Bureau Humanitarian Assistance (BHA) of the United States Agency for International Development (USAID). The program objectives include 1) Effectively prepare for, mitigate, and adapt to disaster and climate change risks, 2) Increase climate-smart and nutrition-sensitive agricultural production and aquaculture to reduce food insecurity and improve resilience for the most vulnerable, and 3) Improve livelihoods and support critical market systems by increasing household engagement in markets.

Communication Officer is responsible for assisting the communications activities of the program under the direction of Livelihood Program Manager. This includes devising communications strategies, creating content and organizing events. The Communications Officer will play a key role in the successful engagement of government stakeholders, private sector, peer NGOs and businesses in the communications components of ReDi+. Communication Officer will be responsible for the development of communication strategies and plans related to the programs’ strategic objectives under the supervision of the Livelihood Program Manager to ensure all communication achieves the objectives and targets of the programs. A Communication Officer will be responsible for supporting communication and coordination with stakeholders, including promoting programmatic activities and awareness within the government, private sector, and general population. Communication Officer will lead and manage the MCTL social media presence on social media platforms as well as the creation of short films, articles, infographics, posters, and other content.

Based in Dili, a bachelor’s degree preferably in Social Sciences, communication or related major. To succeed in this role, you will need excellent communication, Leadership, and problem-solving skills, as well as the ability to work with stakeholders to get important work done. Previous experience in a disaster risk reduction role is a plus.


Communication Officer Responsibilities:

  • Develop communication and visibility strategies for ReDi+ based on the programs’ strategic objectives
  • Develop branding guidance for the different communication materials produced both internally and externally under the programs
  • Support design and development of donor reports
  • Prepare/update project fact sheets for sharing with internal and external stakeholders
  • Oversee the design and production of program-related communications and visibility materials, and ensure all communication materials produced follow Mercy Corps and donors brand identity and standards
  • Create a strategy for social media content for programs to increase visibility according to program objectives and moderate social media platforms
  • Build up and maintain a database of all visual materials produced by the programs such as photos, videos, infographics, logos, etc.
  • Create content for press releases, articles, and keynote presentations in line with Mercy Corps guidelines
  • Gather lessons learned, write success stories, and publish content for the Mercy Corps internal website, Facebook post and any other Mercy Corps platform
  • Support program teams in planning events, seminars, workshops, and press conferences
  • Support with the translation of any documents or papers into Tetum or English
  • Other assigned tasks, as necessary.


Communication Officer Requirements: 
  • 4 years of communications experience with NGOs or international agencies
  • Prior experience with USAID funded projects strongly preferred
  • Demonstrated experience with communication campaign design and implementation
  • Strong communication and publication skills with demonstrated skills in preparing fact sheets, presentations, social media posts, success stories, and similar documentation.
  • Bachelor’s degree, preferably in Social Sciences, communication or related major
  • Excellent oral and written English
  • Experience working with a range of partnership including private sector, government representation or officials, NGOs
  • Covid-19 fully vaccinated is required.
