Mercy Corps Timor Leste is seeking to hire a DEPUTY PROGRAM MANAGER for our anticipated Aquaculture Program who will be responsible for the implementation of all activities under the anticipated project under the overall supervision of Agriculture and Markets Manager. This includes delivery of high-quality activities on time, within scope and budget. The DPM will have overall responsibility for all field activities and will support a team of four officers to deliver activities across selected sites of four municipalities. DPM will ensure strong relationships with local government officials as well as with World Fish for implementation of activities. DPM will ensure strong data collection and quality monitoring and timely reporting. Activities are expected to include: (1) nutrition behavior change community level events (2) targeted discussions with households as related to fish consumption and nutrition.
Based in Dili, a Degree/Certificate in Agriculture, Economics, market system development, Engineering, Disaster Risk Reduction, or another related degree. Responsibilities of Deputy Program Manager:
STRATEGY & VISION
- Promote increased fish consumption among households in target areas to support positive nutrition outcomes for families.
- Collaborate with Mercy Corps’ Nutrition and Health Manager and Agriculture and Markets Manager on development, testing and refinement and quality control for behavior change tools on the promotion of fish consumption.
- Lead community and household identification, including mapping of existing CDA and VSLA resources and strengthening of VSLA interventions in target areas.
- Lead ToT sessions with the Senior Nutrition Officer to train Program Officers as the direct implementers of nutrition activities in the field.
- Ensure quality control of all interventions through a standardized approach, cascade training model, and quality assurance through job aides and regular field monitoring.
- Build capacity of any Community Development Agents and Program Officers engaged in VSLA activities
- Ensure that gender, protections and Code of Conduct requirements are adopted and implemented in all relevant activities.
Monitoring, Evaluation and Learning
- In collaboration with MERL team, develop data collection and reporting system and train officers on MERL roles and responsibilities.
- Ensure team submit complete, accurate and timely data related to field activities
- Analyze data to ensure the team is on track for target indicators, making adjustments as needed to strengthen the program based on evidence.
Influence and Representation
- In coordination with Agriculture and Markets Manager represent MCTL and build positive stakeholder relationships in all nutrition related events (working groups, cross-visits, workshops, etc) at suco, municipal and where relevant national level
- Support monitoring visits from donors and government with logistics and community liaising
Requirements of Deputy Program Manager:
- Degree/Certificate in Agriculture, Economics, market system development, Engineering, Disaster Risk Reduction, or another related degree
- Minimum five years’ experience with community-based disaster risk reduction, Market system, and agriculture or related programs.
- Experience working with community groups, private sector, and government officials.
- Experience building capacity of diverse teams.
- Excellent time management and work planning skills, as well as the ability to prioritize tasks.
- Strong writing, reporting, organization, and communication skills.
- Fluency in Tetum, with some proficiency in English preferred
- Willingness to travel to remote program locations.
- Covid-19 fully vaccinated is required.
