Mercy Corps Timor Leste is seeking to hire a qualified Disaster Risk Reduction (DRR) Technical Coordinator for Resiliensia Diak plus (Good resilience Plus – ReDi+ Program) funded by Bureau Humanitarian Assistance (BHA) of the United States Agency for International Development (USAID). The Technical Coordinator (DRR) is responsible to provide technical assistance to DRR quality control and response mechanisms. The position will work closely with Livelihood Program Manager and Agriculture and Markets Manager to ensure that communities are prepared for disaster and that response mechanisms are efficiently deployed. Most of the Technical Coordinator (DRR) time will be divided between Sector 1: Disaster Risk Reduction Policy and Practice (DRRPP), Sector 2: Agriculture and Sector 3: Economic Recovery and Market Systems (ERMS). The main responsibilities will include working with the Livelihood Program Manager to design technical interventions and coordinating community mobilization and program activities by the Program Officers. The ReDi+ Disaster Risk Reduction Technical Coordinator will work together with the Livelihood Program Manager and implementing Program Officers to ensure high quality implementation. Responsibilities will include quality control management for program activities, monitoring, and evaluation. The ReDi+ Disaster Risk Reduction Technical Coordinator will also work closely with relevant stakeholders and national actors to ensure that activities are implemented in a well-coordinated manner with external stakeholders. 

 

Based in Dili, a bachelor’s degree in a related field is required. To succeed in this role, you will need excellent communication and problem-solving skills, as well as the ability to work with stakeholders to get important work done. Previous experience in a disaster risk reduction role is a plus. 

 



Disaster Risk Reduction (DRR) Technical Coordinator Responsibilities:

  • With support of the Livelihood Program Manager, and with consultative engagement of the MERL team and Program Officers, develop and implement the DRR work plan based on the objectives and results outlined in the program proposal, and in accordance with the program budget.
  • Provide substantial contribution to program strategy, leading on the program’s DRR planning and reflection ensuring adaptive management to test ideas, identify and resolve challenges and foster a culture of learning.
  • Coordinate and support program’s Program Officers, by leading on the development and oversight of program planning and implementation, providing POs the necessary workplan, budget and technical information required to deliver high quality programming.
  • Based on workplan, build technical capacity of POs, identifying and implementing any necessary solutions such as curriculum development, partnership development, etc.
  • Organize and lead the implementation of all assigned DRR related project activities as outlined in the detailed implementation plan in line with Mercy Corps program quality standard, donor requirements, and good practices.
  • Ensure learning properly accompanies DRR project activities throughout the project cycle. Support accountability through coordinating project evaluation activities and guiding partners in their efforts to reflect on project experiences. Analyze implementation challenges and report any inconsistencies and/or gaps to inform adjustments to plans and implementation schedules.
  • Coordinate and oversee working relationships with Suco, post admin, municipalities and national level disaster management committees and serve as the liaison between them and the project team to mobilize local actors and promote disaster risk reduction project activities and impact ensuring the target achievements and cross learning.
  • Ensure all field activities follow relevant donor and Mercy Corps rules and regulations, including but not limited to agency protection policies and code of conduct.
  • Support and coordinate capacity building and technical support activities to ensure assigned DRR project activities are implemented per project guidelines and standards.
  • Ensure project documentation for DRR activities is complete with all required documents and is filed per agency and donor requirements. Assist with preparation of trends analysis reports and documentation of case studies and promising practices
  • Work closely with relevant partners at the community-level and other partners to proactively strengthen community-based awareness and early warning initiatives.
  • Conduct needs assessments/vulnerability assessments, and oversee beneficiary selection/identification process
  • Ensure engagement and involvement of affected populations, taking into consideration protection, environmental aspects and longer-term needs are reflected in the program’s technical design and implementation.
  • Scale up program as appropriate, through partnerships, consortiums, or other modalities, to ensure vulnerable populations are reached with life-saving disaster readiness interventions.
  • Serve as budget holder for DRR program portfolio and Support with grant/proposal writing and budget development as needed
  • Support the team coordinate with different actors in the DRR field including government departments, professional agencies, and humanitarian organizations, among working group members.


Disaster Risk Reduction (DRR) Technical Coordinator Requirements:

  • Degree in Climate Change, Disaster Risk Reduction; or another related degree.
  • Minimum five years’ experience with community-based disaster risk reduction programs.
  • Experience working with community groups, private sector actors, government officials.
  • Experience building capacity of diverse team.
  • Excellent time management and work planning skills, as well as the ability to prioritize tasks.
  • Strong writing, reporting, organization, and communication skills. Fluency in Tetum, with proficiency in English preferred
  • Willingness to travel.
  • Covid-19 fully vaccinated is required.
