Communications/Collaborating, Learning, and Adapting (CLA) Specialist, Timor-Leste
ACDI/VOCA is seeking a Communications/CLA Specialist for an anticipated agriculture program in Timor-Leste funded by USAID. The Activity is anticipated to start in 2022.
The Communications/CLA Specialist will work closely with the COP, technical leads, and the cross-cutting team to design and lead the implementation of the communication and outreach strategy. The program is anticipated to start in 2022 and this position is envisioned to be based in Dili, Timor-Leste.
Responsibilities
- Develop and manage the program’s internal and external communications, including developing a work plan for implementation of the program’s Communication and Outreach Strategy
- Together with the MEL team, develop and manage the CLA plan including the learning agenda through a participatory process with project staff, partners, the donor, and other stakeholders
- Identify advocacy strategies and develop appropriate mediums for advocacy messages
- Develop media campaigns
- Work with staff and partners to develop content and messages for website and other media campaigns
- Oversee the program’s photo collection and video production; train staff in best practices and/or manage communications consultants
- Analyze information and compile lessons learned from program documents as the basis for creating communications messages
- Document programmatic best practices, lessons learned, and tools developed through learning reports
- Support partners in capturing photos, developing communications materials outreach messages for communities and other stakeholders
- With the COP and MEL teams, co-lead knowledge sharing initiatives (campaigns, events, etc.) to ensure that learning is shared with relevant stakeholders and furthers program goals
Qualifications
- Bachelor’s degree or higher in communications, business administration, economics, statistics, or relevant technical area.
- At least three (3) years of experience in communications, preferably in Timor-Leste.
- Proven experience in report writing, communications, and media collaboration
- Familiarity with the concept of adaptive management/CLA is preferred
- Demonstrated skills in writing, editing, and event management in the non-profit sector and media industries.
- Proven ability to work collaboratively with large teams, multiple stakeholders, including private sector, financial institutions, government officials, project staff, and/or donor agencies.
- USAID experience is preferred.
- Experience working in Timor-Leste and/or an island nation preferred.
- Fluency in Tetun and English required.
