Employment: Full-time, Initial One-year employment agreement, with three Months’ probation and option to extend depending on performance and funding availability.
Reports to: ChildFund Timor-Leste Health Project Manager
Other Information: Frequent travel to project locations required and a Criminal History Check are required to be undertaken for this position.
PURPOSE OF THE POSITION
The purpose of the position is to provide support in the planning and implementation, monitoring and evaluation and Learning of Reproductive Maternal, Nutrition and Child Health (RMNCH) project in Lautem and Mananato municipalities. Under the supervision of the health project manager, the health Project coordinator ensures the delivery of project implementation and supervision and mentoring of field-based staff and implementing partners to ensure the quality and timely delivery of key project activities, strong collaboration with the ministry of health, and adequate program visibility. The project coordinator will support to ensure that the project implementation is aligned with ChildFund Australia health sector and Child safeguarding approach, internal policies, procedures, and donor requirements.
KEY DUTIES
- Supervise field-based Community Health Facilitators and provide technical support and mentoring to implement the activities based on the workplan effectively and according to agreed standards.
- Work in coordination with Municipal Health and Community Health Centres to ensure effective project coordination especially with regards to capacity building training to PSF and MSG members on basic technical health and nutrition topics (focus on MCH & nutrition)
- Support the implementation of adolescent/youth reproductive health activities in both Lautem and Manatuto Municipalities, in close coordination with implementing partner.
- Support Monitoring, Evaluation and Learning (MEL) and ensuring adequate documentation and reporting requirements are met (incl quarterly reports, baseline, KPI and end-line, case studies any research/studies related to the project goals).
- Undertake regular field visit to monitor progress, and to identify and respond to challenges emerging issues.
- Support in development of concept papers, project proposals, including contributing or initiating new ideas.
- Actively participate in relevant technical meetings or working groups at national and sub-national level, for networking and sharing best practises
- Direct line management of Community Health Facilitators.
QUALIFICATIONS & EXPERIENCE
- University Degree in Public Health, Community Health and Development, Nutrition,
- Demonstrated skills in project management and team management with an (I)NGO.
- At least 3 years of experience working in community mobilization, maternal and child health, nutrition, and/or adolescent/youth reproductive health sector
- Ability to effectively manage and control project plan, and maintain strong monitoring, evaluation and learning skills
- Experience of working successfully with diverse multi-country, multi-language team
- Willingness to travel frequently to municipalities (50-70%) and work closely with local communities in remote areas
- Valid Motorcycle license
- Experience in providing training (trainer of trainers) is an added advantage
