Business Development Component Manager (Temporary Replacement)

 

POSITION PURPOSE

The Business Development Component Manager is responsible for planning and implementing activities designed to develop and strengthen VSLA, farmers groups and cooperatives in ADRA Timor-Leste’s Sustainability Health Agriculture Protection and Empowerment (SHAPE) project. The Business Development Component Manager will create and oversee the implementation of programs to develop and strengthen agro enterprises, to effectively engage in collective marketing and processing of selected crops (coconut, candlenut, ginger, and elephant foot yam).

 

Location :                        Viqueque Municipality

Reporting to :                  SHAPE Project Manager

Supervises :                    Argo-enterprise Facilitators

Duration of contract :      10 months (August 2022-May 2023)

Remuneration Range :     Officer Level–Range determined according to experience

 

KEY RESPONSIBILITIES

  • Plan and implement programming to provide business development and marketing support to participating farmers, agro-enterprises and cooperatives.
  • Coordinate closely with relevant stakeholders in the public and private sectors including business training institutions.
  • Manage and mentor a team of Agro-enterprise Facilitators as they work closely with agro-enterprises to achieve project objectives.
  • Oversee and manage implementation of savings and loan group programming.
  • Nurture good working relationship and mentor the management structure of 12 cooperatives.
  • Support the cooperatives managers in developing business plans and financial projection for secondary processing and value chain infrastructure and equipment.
  • Provide monthly performance report/update of 12 cooperatives
  • Work closely with Value Chain and Marketing Component Manager and Agriculture Production Component Manager to coordinate an integrated approach to value chain development
  • Jointly with Agriculture Production Component Manager, lead the field implementation of Farmer Field School (FFS) and business training for coconut, candlenut, ginger, and elephant foot yam, as well as VSLA (Village Saving and Loan Associations) training programmes.
  • Jointly with Value Chain and Business Component Manager lead the implementation of value adding/processing trainings or activities.
  • Develop and maintain good working relationships with Ministry of Agriculture and Fisheries authorities and Extension Agents and other relevant stakeholders.
  • Research and analyse business opportunities in secondary processing of selected products.

 

EDUCATION, EXPERIENCE AND COMPETENCY

  • A university degree in business, agro-business, economics, agriculture or related field.
  • At least three years’ experience working in related field.
  • Strong analytical skills
  • Strong interpersonal and communication skills including the ability to negotiate and build good working relationships with a wide variety of actors within the public and private sectors
  • Demonstrated leadership skills
  • Knowledge and experience in creating business plans.
  • The ability to work independently and manage teams to achieve objectives.
  • Strong skills in written and verbal Tetum and English.
  • Ability to be flexible, creative, and able to work well in challenging environments.
