Explanation of Role
WaterAid is an international NGO dedicated to the provision of safe domestic water, sanitation and hygiene education to the world’s poorest people. We work with local partners to help communities access safe water, sanitation and hygiene (WASH). And we use our experience and research to influence decision-makers to do more to provide these vital services. WaterAid has been working in Timor-Leste since 2005 and our vision is that all Timorese should have access to safe water, sanitation and hygiene by 2030. This position is an important role working with the WaterAid Timor-Leste team and our impelmeting partners to ensure our that we uphold our safeguarding commitments and keep children and adults safe from harm. Through this role you will champion protection considerations across the Country Prgoram as well as provide and co-ordinate safeguarding support as required. As the Safeguarding Focal Person (SFP) for WaterAid Timor-Leste you will be part of a network of SFPs across the WaterAid Federation and be supported by the Global Safeguarding Team. You will also have regular engagement with collegues in WaterAid Australia, including for monitoring of partner compliance with safeguarding standards and requirements.
This position will be based in Dili and will travel to municipalities when required.
Key Accountabilities
Awareness Raising
- Understand the suite of safeguarding policies and procedures in WaterAid, specifically those relating to the Global Code of Conduct, Global Safeguarding Policy, and WAAus Policies on PSEAH and Child Safeguarding. And monitor and promote compliance with these policies and procedures.
- Raise awareness of safeguarding with staff and volunteers via the provision of information, including through induction, briefings and training. Training should be provided annually to ensure all staff have attended every two years.
- Raise awarenss of safeguarding with partners and contractors, ensuring they are aware of their responsibilities, including around reporting concerns. This may involve running trainings or workshops with partners.
- Contribute to learning across the network of SFPs via attendance at webinars and meetings run by the Global Safeguarding Team, and share information and learnings with the Timor-Leste team.
- Participate in regional meetings with colleagues from WaterAid Australia, Cambodia and Papua New Guinea to promote cross learning, and awareness of achievements and challenges.
Safeguarding Risk Management
- Support Program Managers to identify, mitigate, monitor and report on safeguarding risks within programming. This may involve supporting program teams to complete the Safeguarding Risk Context Tool and subseqeuent safeguarding risk assessments, and ensuring these are completed for all projects and partners.
- Support the Senior Management Team to document, monitor and report on safeguarding risks within the Organisational Risk Assessment on a quarterly basis.
Program and Partner Support
- Assist the Program Manager to conduct partner safeguarding assessments to document if the partner organisation has appropriate safeguarding measures in place, and ensure any gaps are documented in Action Plans or Partner Capacity Strengthening Plans.
- Provide guidance and support as necessary to strengthen partner capacity to meet safeguarding requirements, and coordinate with the Focal Person in WaterAid Australia where additional support is required.
- Support Program Managers to regularly monitor partner safeguarding compliance and progress against action plans.
- Work with WaterAid Australia to document partner compliance against PSEAH and Child Safeguarding Minimum Standards.
- Support project temas and partners to establish community feedback and complaints mechanisms and monitor that these are implemented and accessible.
Guidance and Complianace
- Act as a confidential point of support, advice and guidance for any member of staff or partners with concerns.
- Where a report or complaint regarding actual/possible harm to a child, beneficiary or member of staff is made, or any Code of Conduct breaches follow the reporting procedures and ensure that the Global Safeguarding Team are informed of all reports within 24 hours, as well as informing the Focal Person in WaterAid Australia.
- Assist the leadership team to identify national statutory requirements and build links with other agencies or PSEAH/safeguarding networks.
- Participating in regular internal safeguarding and child safeguarding audits or review.
- Ensure Criminal Record/Police Check and Code of Conduct spreadsheets are updated and that compliance is maintained.
- As appropriate, share learnings and provide support to SFPs and Country Program teams in the region (Cambodia and Papua New Guinea).
Person Specification
The following criteria will be used to assess candidates for the post. All applicants must address these criteria in their application:
1. Education
- Degree or professional qualification in a relevant area
2. Knowledge and skills
- Knowledge and skill related to keeping people safe in development programming and understanding of minimum standards related to safeguarding (child safeguarding and PSEAH).
- Knowledge and skill of partner management.
- Ability to plan own work, set priorities and complete tasks if under time constraints or when faced with competing demands.
- Ability to use computer, word-processing, spreadsheets and email.
- Ability to communicate clearly both when speaking and writing in English and Tetum.
3. Essential Experience
- Able to work with confidential and sensitive information
- Non-judgemental with excellent inter-personal skills (particularly active listening)
- Willing and able to coordinate and engage with colleagues in WaterAid Australia and the Global Safeguarding Team.
4. Desirable Experience
- Relevant previous experience (E.g. in Gender, Protection, HR etc...)
- Experience and confidence in delivering training and facilitation
- Experience with safeguarding case management or investigation
- Experience providing support regionally or sharing learning with colleagues in other countries.
