About Market Development Facility (MDF)
Market Development Facility is an Australian Government funded multi-country initiative which promotes sustainable economic development, through higher incomes for women and men, in our partner countries.
We connect individuals, businesses, governments, and NGOs with each other, and with markets at home and abroad. This enhances investment and coordination and allows partnerships to flourish, strengthening inclusive economic growth. MDF is funded by the Australian Department of Foreign Affairs (DFAT). It is implemented by Palladium in partnership with Swisscontact.
In Timor-Leste, MDF promotes economic diversification and poverty reduction through partnerships in agribusiness and tourism. The team also encourages entrepreneurship by providing financial and advisory support to innovative businesses.
Background
MDF Timor-Leste regularly conducts marketing and communications campaigns to promote new behaviours and products. For example, MDF’s African Swine Fever (ASF) communication campaign, in partnership with the Ministry of Agriculture and Fisheries, including messages on disease identification, pig rearing practices, and pig feed promotion. MDF’s campaigns use a wide set of media including TV, radio, social media, and posters to reach its intended audience. Campaign impact is closely monitored and contributes to program outcomes.
To support these campaigns, MDF Timor-Leste is seeking to identify a short-term adviser (i.e., consultant) who can lead and manage communication and marketing campaigns. The Adviser will work alongside MDF’s technical experts and partners to design and rollout innovative campaigns. He/she will provide technical leadership while having to coordinate across MDF, its contractors and it partners.
Key Responsibilities
Specific deliverables will be determined in consultation with the short-term adviser. Scope shall include the following:
- Developing communication campaigns including target audiences, key messages, and preferred media, with MDF team and its partners
- Implementing marketing campaigns through close coordination with MDF team, contracted suppliers, and partners. This includes, but is not limited to, developing and ensuring the broadcasting/sharing of TV and radio content, and developing, posting and boosting social media content, d and devising and rolling out other ‘nudge’ aspects such as text messages/push notifications.,
- Closely work with the technical teams and Communications Specialist to develop high-quality campaign content, including developing videos and photos, drafting scripts and designing print materials in line with MDF guidelines.
- Working with MDF-contracted service providers, like graphic designers, videographers, and telecom companies.
- Identifying and tracking campaigns against key performance indicators (KPIs) developed with the MDF team
- Building the capabilities of the MDF team to deliver best-in-class marketing and communication campaigns
- Conducting research and scanning to identify new opportunities for new delivery models and partners
Qualification and Requirement
- Minimum 5 years’ of experience implementing communication and marketing campaigns in developing economies
- Experience of delivering high-quality communication and marketing campaigns across traditional and social media
- Strong interpersonal skills with a demonstrated capacity to constructively engage with the private sector, public sector, and development partners
- Strong written and spoken English language skills, Tetun language skill preferred
- Demonstrated ability to manage tight deadlines and coordinate multiple tasks effectively
- An understanding of using behavioral insights to inform effective communications campaigns would be an advantage
- Strong networks within the Timorese media landscape would be an advantage
- Knowledge of and experience in Timor-Leste is preferred
