World Neighbors (WN) is an International non-governmental, non-profit development agency (NGO), working in Oecusse Region, Timor-Leste, which works through local NGO partners to inspire people and strengthen communities to find lasting solutions to hunger, poverty and disease, and promote a healthy environment.

WN is seeking highly qualified candidates to fill the position of Program Officer for a new disaster risk reduction and climate change adaptation and project. The position is based in WN’s office in Oecusse, with daily travel to remote project locations.The position is open to Timorese and Indonesian nationals only. Female candidates are strongly encouraged to apply.

Summary of Position
The Program Officer is an integral part of the WN program team, whose overall responsibility is to ensure WN’s programs are planned well, completed on schedule and on budget while meeting/exceeding the program’s objectives.

The Program Officer will oversee program implementation undertaken by local NGO partners through leadership, support, and monitoring. Main program areas will be:

• Community-based DRR and CCA.
• Sustainable agriculture and natural resource management in upland areas.
• Community-based saving and loans groups

The Program Officer will build the capacity of partner staff in all program areas, community facilitation, M&E and reporting, review and approve partner’s financial and activity narrative reports to WN, and support WN’s Senior M&E Officer in data collection, validation and analysis.
