The Program
The Australia Timor-Leste
Partnership for Human Development (PHD) supports the Government of
Timor-Leste’s Strategic Development Plan 2011-2030 and reflects
Australia’s commitment to work in partnership with Timor-Leste to invest
in improved wellbeing for Timor-Leste’s people. PHD aims to deliver
lasting impact on the program goal: ‘People in Timor-Leste are
healthier, better-educated and better able to contribute to
Timor-Leste’s development.’ Through PHD, Australia supports the
Government of Timor-Leste (GoTL) to deliver higher quality and inclusive
services in primary healthcare, basic education and social protection.
Abt Associates Australia is the implementation partner for PHD, contracted since May 2016 until May 2026.
The Opportunity
The Senior Officer – MEL, SSI will
provide technical support and guidance on the implementation of the
BdM-JF monitoring, evaluation and learning plan (MELP) with key
responsibilities being the establishment of timelines, systems and
processes for regular BdM-JF process monitoring and providing support to
all BdM-JF evaluations.
The position will be based within the Unit for Planning, Research, Monitoring and Institutional Development (Gabinete ba Estudu, Planeamentu no Dezenvolvimentu Institusionál - GEPDI) and liaise with relevant directorates and institutions including but not limited to National Directorate of Social Assistance (DNAS), National Directorate for the Protection of the Rights of Persons with Disabilities (DNPDPD), National Institute for Social Security (INSS) within MSSI as required to support agreed interventions. The position is also expected to demonstrate leadership in qualitative and quantitative data collection and analysis that supports program learning, adaptation and reporting to both MSSI and the Department of Foreign Affairs and Trade (DFAT).
About You
We are seeking an individual who will bring:
- Proven experience implementing monitoring, evaluation, learning and research activities.
- Experience in managing MEL processes with an international organisation, preferably in the social sector.
- Demonstrated experience using Excel and other software for quantitative and qualitative data analysis, including the ability to produce appropriate data visualisation (tables and graphs).
- Demonstrated training and facilitation skills with the ability to respond and adapt to the process and the group.
- Postgraduate qualification or a bachelor degree with a significant research component in a related area – eg: social sciences, evaluation, data analysis etc is desirable.
