About the Position

The Technical Coordinator (Climate Change and Fisheries) will join our growing Dili-based research team partnered with the Ministry of Agriculture and Fisheries, Timor-Leste with a focus of improving nutrition outcomes and food system sustainability in the face of multi-dimensional change. In line with the new WorldFish Aquatic Foods for Healthy People and Planet research and innovation strategy, the WorldFish Timor-Leste country program is expanding its focus on components of food systems beyond production, including the impacts of climate change. This position will be central in the growing focus on climate change, having a key role in the implementation of the IkanAdapt project, funded by the Global Environment Facility.

IkanAdapt seeks to use nature-based solutions, working with communities, fishers, and fish farmers to improve climate resilience of fish-based livelihoods and food systems. In doing so, project activities will ensure strong biodiversity outcomes, including improved management and protection of vulnerable species and habitats.

This position will work closely with the project Technical Lead, as well as with climate change, gender, aquaculture and fisheries specialists to support the development and implementation of IkanAdapt project activities. The position focuses on the organization and logistics of project activities, and as such, expertise or experience in climate change or fisheries and aquaculture project are not an essential pre-requisite for the position. Rather, the successful applicant will demonstrate exceptional organisational skills, with experience in the logistics and implementation of large donor-funded projects in Timor-Leste.

This position will be based in Dili with frequent travel to project sites spanning seven municipalities of Timor-Leste, including Oecusse. This position is open to residents of Timor-Leste only, and fluency in written and spoken English and Tetun are essential.

 

Key Responsibilities:

  • Manage project activities and logistics on a day-to-day basis, ensuring good coordination between project staff, partners and communities to enable timely delivery of milestones and outputs.
  • Work closely with the project Technical Lead to develop work plans and budgets for project activities and partner contracts.
  • Work closely with the project finance officer and Timor-Leste finance team to ensure timely access to project funds for project activities.
  • Working closely with the project M&E officer, ensure project activities are tracked and documented in accordance with project work plans and project M&E plans.
  • Lead the logistic organization of project events such as community meetings, trainings, steering committee meetings, program annual meetings.
  • Assist the Technical Lead and other project staff with drafting project donor reports.
  • Represent WorldFish at external meetings and consultations as directed by the Country Lead.
  • Provide regular updates on project activities to the project Technical Lead.
 

Requirements

This job might be for you if you have the below skills and qualifications:

  • A graduate or post-graduate Degree in Administration, Rural Development or a Science field related to the project, with a minimum of 3 years’ experience in the management and implementation of large donor-funded projects.
  • At least 3 years’ post graduate experience with coordination and logistics of large donor-funded programs or projects.
  • Strong leadership, coordination, communication and program management skills (including work plan development and budgeting).
  • Experience in stakeholder engagement, particularly with Government at national, municipal, and local levels.
  • Comfortable and confident working within a diverse international team, with good interpersonal and communication skills to a broad range of colleagues and partners.
  • Must be proficient in Microsoft Office 365 software (Word, Excel, PowerPoint).
  • Willingness and ability to undertake extended periods of travel within Timor-Leste, and possibly internationally.
  • Strong communication skills in English and Tetun, with ability to draft reports in English.
 

Desired Skills and Qualifications

  • Knowledge of natural resource systems and/or climate change in Timor-Leste.
  • Financial management experience.

The successful candidate should be available to commence as soon as possible for an initial of three (03) years fixed-term contract, with the possibility of contract renewal depending on performance and funding situation.
