Background on The Asia Foundation’s Tourism Program:

For nearly 30 years The Asia Foundation has worked in Timor-Leste - alongside government, civil society    and community partner. The Foundation is currently focused on strengthening governance and policy, ending violence against women, developing sustainable tourism, and promoting peace and justice.

Developing Timor-Leste’s tourism sector is a key focus for diversifying the nation’s oil-dependent economy. While Timor-Leste has much to offer visitors, building a tourism sector in Asia’s newest nation is not without its challenges, with barriers being overcome through concerted action and partnerships between government, private sector and civil society stakeholders.

 

Since launching the country’s first survey of visitors to Timor-Leste in 2014, The Asia Foundation’s Tourism Program in Timor-Leste (TAF-TL) has supported informed tourism development in Timor-Leste through its Tourism Development Project, with support from the New Zealand Ministry for Foreign Affairs and Trade. The project builds on extensive research, strategies, policies, structures and relationships developed with the Government of Timor-Leste, donors and the private sector in previous years. Its purpose is to improve the economic well-being of Timorese by increasing equitable livelihood opportunities through job creation and increased income, particularly at the community level, through engagement in the growing tourism sector.

 

 
This will be done by focusing program activities on:
  • Timorese stakeholders are empowered through small grant funds that support locally designed initiatives that address emerging and/or cross-cutting tourism development-related issues in their communities.
  • Increased equity in access to the economic benefits of tourism development in Timor-Leste
  • Timorese government officials with tourism development responsibilities have increased awareness, ownership, and abilities through human resource capacity development support to prioritize and actively promote tourism development in Timor-Leste
  • Tourism-related industry bodies are strengthened to increase demand for and ensure quality visitor experiences, through capacity building, collaboration and coordination between industry members and the Government of Timor-Leste
  • The Maubisse - Aileu Region is developed through community, private sector, and government collaboration and partnerships as a dynamic regional hub for inclusive, interactive, and integrated destination tourism.
 

Summary of Assignment

TAF-TL seeks a consultant who can assist in the development of covid safe travel information tools and guidance to the government by working together with relevant stakeholders.

 

Responsibilities

The following consultant seeks to inform the following output:

Medium Term Outcome 3 - GoTL is better able to promote tourism development and address related sector challenges through increased evidence, socialization, marketing, and technical support.

Short-Term Outcome 3.1 - GoTL draws on learnings from the Pacific to develop (i) COVID-safe travel guidelines and (ii) policies that support tourism businesses.

Outputs 3.1.1 A framework for COVID-safe travel is developed

 

Requirements:

  • At least 5 years of professional experience in graphic design, with at least 2 years for the non-profit sector;
  • Skilled in the use of Adobe and other relevant design suites;
  • Fluency in spoken and written English; 
  • Demonstrated ability to effectively coordinate with clients to iteratively develop and complete designs;
  • Experience developing Covid-19 guideline.
 

Deliverables:

  1. Develop and design one-page covid safe travel guidance based on covid safe travel advice provided by the Ministry of Tourism, Hotel Owners of Timor Lorosae (HOTL) and The Asia Foundation.
  2. Develop an infographic flyer in English/Tetum that captures the key pieces of information from HOTL’s covid-training power point deck (all English and Tetum text will be provided to the consultant).
  3. Developing a design for stickers for the COVID-safe travel stamp/accreditation.

  • Ensure that you directly address all the Application Requirements, using examples.
  • Provide an overview of how you will achieve the project deliverables
  • Include a detailed budget inclusive of the total number of days you expect this project to take
  • Indicate the earliest start date and timeline within which project outputs will be completed
