Cluster Coordinator

Mercy Corps Timor Leste is seeking to hire a qualified Cluster Coordinator to manage program implementation in Mercy Corps Maubise office. The Cluster Coordinator is responsible to manage and support day-to-day coaching, capacity development, and monitoring activities in Ainaro and Covalima Municipalities. Responsibilities may include but are not limited to stakeholder engagement, monitoring of activity process and impact, and supervision of the field team. The position will be supported by Deputy Program Manager (DPM) with tools and methodologies to support decision-making and course corrections for greater activity effectiveness. He/She will be responsible for stakeholder engagement at the program field locations and will supervise Program Officers, Field engineer and Gender Officers for coaching and implementation of the project activities and results. His/her responsibilities will also include office management, administration, and successful implementation of field activities. The position will lead in planning and provide operational guidance for the field teams, technical and implementing partners, and other stakeholders to achieve above and beyond the project mandate.
Based in Maubisse, Degree/Certificate in Agriculture, Economics, market system development, Engineering, Disaster Risk Reduction, Climate Change, or another related degree. To succeed in this role, you will need excellent communication and problem-solving skills, as well as the ability to work with stakeholders to get important work done. Previous experience in a disaster risk reduction role is a plus.
Cluster Coordinator Responsibilities:
STRATEGY AND PLANNING
- Function as Cluster Coordinator on all project activities within an assigned regional office under the supervision of the Deputy Program Manager
- Regularly check in with all stakeholders for rapport building and relationship strengthening
- Function as the point of contact for inclusion and resilience within the district for the project
- Plan and implement project activities through the preparation of multiyear and annual work plan
- Carry overall responsibility for field office management, administration, and successful implementation of the project in order to achieve the project objectives
- Manage budgetary control of the expenditure of the field office in line with donor requirements and Mercy Corps regulations
- Coach supervisees in the development of skills in activity implementation, strategic thinking, and critical analysis
- Develop and lead capacity-building initiatives and monitor the progress of staff improvement
- Collaboratively develop monthly work plans with Program Officers and Gender Officers balancing project implementation and team member capacity
REPRESENTATION & STAKEHOLDER MANAGEMENT
- Support Project Engineer, Senior gender technical officers, Field engineers, Gender Officers, and program officers to develop and maintain coordination with relevant stakeholders in the field for day-to-day implementation.
- Function as the key point of contact on relevant regional level engagements.
PROGRAM PERFORMANCE & QUALITY
- Submit quarterly budgets and activity plans to the supervisor.
- Submit quarterly case studies and photographs in collaboration with the MERL team
- Support all program officers, Gender officers, and Field engineer to monitor ongoing activity implementation
Cluster Coordinator Requirements:
- Degree/Certificate in Agriculture, Economics, market system development, Engineering, Disaster Risk Reduction, Climate Change, or another related degree
- Minimum five years’ experience with community-based disaster risk reduction, Market system, and agriculture or related programs
- Experience working with community groups, the private sector, and government officials
- Experience building capacity of a diverse team
- Excellent time management and work planning skills, as well as the ability to prioritize tasks
- Strong writing, reporting, organization, and communication skills
- Fluency in Tetum, with some proficiency in English preferred
- Willingness to travel to remote program locations of Ainaro and Covalima Municipalities.
