INFORMATION AND TECHNOLOGY (IT) OFFICER

Salary: US$590.00 plus benefits
Our growing NGO is seeking to hire an INFORMATION AND TECHNOLOGY (IT) OFFICER who is responsible to manage the entire IT task related to the country-wide office daily use of internet and troubleshooting, fixing the laptops, tablets, printers, etc. error, providing best and good quality laptops, tablets, etc. information during procurement process, liaise with Internet Service Provider and manage the related IT assets. The IT Officer, in coordination with Logistic Officer, is responsible to manage and secure the assets, manage, and register the asset movement as well as managing and assure the asset disposal process is based on the Mercy Corps rules and regulation and in comply with donor policy.
Based in Dili, a bachelor’s degree in information and Technology or a related field is required. To succeed in this role, you will need excellent communication and problem solving, as well as the ability to prioritizing the task and time-management skill to manage day to day important work done.
IT Officer Responsibilities:
The specific duties and responsibilities of the IT Officer include, but are not limited to, the following:
Network and Internet Management
- Oversee and maintain the existing IT infrastructure, including LAN & Wireless-LAN with Cisco Meraki network appliances, file Server & shared drive services, Kaspersky Administration Server, workstations, UPS backup systems etc.
- Ensure the security of all systems through firewall, anti-malware, and encryption security for Wireless-LAN.
- Monitor Cisco Meraki dashboard and coordinate a mitigation process for security incidents that is safe, traceable and accountable. Coordinate with the Regional IT System Administrator to address serious security incidents or issues that require high-level decisions.
- Undertake the responsibility for smooth functioning of internet services in all offices. Interact with ISP for day-to-day internet issues related to services, connectivity, slow bandwidth, relocation, subscriptions etc.
System Administration
- Implement solutions to synchronize Program / Business data to Google Team Drive.
- Mercy Corps Account management – creating & suspending Mercy Corps login accounts for employees.
- Gmail account Administration- creating & suspending Mercy Corps email accounts & creating Email groups.
- Implement and maintain solutions to minimize the risk of server systems and endpoints from being infected and/or exposed to viruses or other harmful applications.
Help Desk Support
- Provide technical assistance and support for incoming queries and issues related to computer systems, software, hardware, and networking. Respond to queries either in person, over the phone or by email.
- Troubleshoot and solve problems of software, hardware and networking issues for PCs, laptops and printers.
- Oversee repair of computers and IT equipment at local level, when possible-facilitate and advise on best, safest and most economic solutions in consultation with the Operations Manager.
- Ensure licensed software is used only and the systems are free from pirated software.
- Ensure anti-virus programs are installed and configured according to standard and updated regularly.
- Assist in the identifying specification, relocation and assembly of any equipment including computers, printers, and accessories
- Ensure to have all the information of Purchase Request process, Vehicles schedule agenda, Workshops agendas, meeting room booking schedule and work plan agenda are in the TOLA system and Operations TV screen.

Accountability to Beneficiaries
- Mercy Corps team members are expected to support all efforts toward accountability, specifically to our beneficiaries & to international standards guiding international relief & development work, while actively engaging beneficiary communities as equal partners in the design, monitoring & evaluation of our field projects.
IT Officer Requirements:
- A minimum of five years’ experience in the information and communication technology/system (ICT).
- University degree in related field (IT, Business administration or similar);
- Skills in troubleshooting hardware, software, LAN & Wireless-LAN problems are essential.
- Proven ability to solve problems independently without direct supervision
- Exclusive knowledge of internet, proxy, firewall and windows-based servers and applications, Microsoft Office Apps, Gmail, Google Apps, could base storage etc.
- Knowledge of web designing will be a plus. Excellent writing, communication and interpersonal skills required.
- Excellent verbal communication and interpersonal skills.
- Ability to work independently, with commitment to follow procedures, meet deadlines, deliver quality products, handle numerous tasks simultaneously and work effectively in a team environment.
- Willingness to travel to rural areas.
- Good English (reading, writing, and speaking).
