- We are looking for an experienced manager to lead and advance PHD’s technical support to the Ministry of Education, Youth and Sports (MoEYS) ALMA program
- Join the Australia Timor-Leste Partnership for Human Development (PHD) on a 12 month contract (with possible extension), locally engaged position, based in Dili, Timor-Leste
The Opportunity
The Manager - ALMA (Apoiu Lideransa liu husi Mentoria no Aprendijazen) will provide high-level management support and technical guidance to the MoEYS to support with the management and implementation of the ALMA leader and teacher professional learning and mentoring program.
The Manager will also manage PHD’s technical team and NGO partners supporting MoEYS to implement the ALMA program.
What’s Involved
Key components of your role will include:
- Providing high level management support and technical guidance to MoEYS in support of their delivery of the ALMA program
- Working closely with the Director of Ensino Basico, INFORDEPE, Municipal Education Directors and the PHD Education Senior Team to plan, co-ordinate, implement, monitor and evaluate the implementation of ALMA
- Working with relevant MoEYS teams and PHD’s Education Senior Team on pedagogic support and early literacy and numeracy aides to enhance school-based mentoring
- Identifying opportunities for collaboration with other development partners / programs and work with MoEYS to maximise these opportunities to facilitate program efficiencies
- Supporting the development and delivery of capacity building and training initiatives to MoEYS counterparts in line with an agreed plan to strengthen ALMA program delivery
- Lead the ALMA PHD technical team and partners including providing program advice, troubleshooting and logistical and planning support
- Work collaboratively with PHD staff to strengthen and maintain cross sector priorities of gender, disability inclusion, monitoring, evaluation and learning (MEL) and multi-lingual education in PHD’s technical support to the ALMA program
About You
We are seeking an individual who will bring:
- Bachelor and/or postgraduate degree in education, preferably in basic education
- At least five (5) years of similar work experience in the international or development sector.
- Exceptional interpersonal skills with a demonstrated ability to build, maintain positive relationships with a range of stakeholders in a complex environment.
- Strong organizational skills and demonstrated experience managing development programs.
- Excellent written skills in English with ability to produce high quality program reporting.
- Demonstrated ability in effective and constructive communication within the team to maintain the positive work environment and team spirit.
- Demonstrated sound management, financial and business-related practices.
- Advanced working knowledge in the use of Microsoft Office, particularly Excel.
- Acts as a role model to all members of the team, partners and the education sector.

The PHD supports the Government of Timor-Leste’s Strategic Development Plan 2011-2030 and reflects Australia’s commitment to work in partnership with Timor-Leste to invest in improved wellbeing for Timor-Leste’s people. PHD aims to deliver lasting impact on the program goal: ‘People in Timor-Leste are healthier, better-educated and better able to contribute to Timor-Leste’s development.’ Through PHD, Australia supports the Government of Timor-Leste (GoTL) to deliver higher quality and inclusive services in primary healthcare, basic education and social protection.
Abt Associates Australia is the implementation partner for PHD, contracted since May 2016 until May 2026.
