Job Description

  • We are looking for a Manager to help lead the roll out of a new management information system for monitoring and evaluating our program
  • Join the Australia Timor-Leste Partnership for Human Development (PHD) on a 12 - month contract (with possible extension), locally engaged position, based in Dili, Timor-Leste

The Opportunity

The Manager – MIS will be responsible for the development, maintenance and administration of PHDs MIS that tracks the progress and performance of our program. This system is called AMEE. The Manager will ensure that AMEE meets the existing and emerging data collection, analysis and reporting needs of key stakeholders. 

The Manager - MIS will also coordinate with Abt Global/Australia AMEE teams to utilise their technical expertise when required and ensure that PHD is learning from and sharing with other Abt programs and countries that are using AMEE. The Manager is technically responsible for the successful implementation of AMEE across PHD. 

What’s Involved

Key components of the role will include:
Strategy, Design and Systems Thinking

  • Liaise with Abt Global AMEE team and in country CATALPA team to draw on their technical advice and or support as required
  • Work alongside AMEE developers to design, execute and ensure quality control of the AMEE system
  • Facilitate AMEE users to identify, understand and define their requirements
  • Design solutions - prototype, development, testing and deployment. 
  • Ensure mobile data collection tools connect to AMEE
  • Identify ways for digital tools to be used more efficiently and work with teams to implement improvements

AMEE Administration

  • Manage users, authority levels, user groups
  • Create new forms, data visualization and generate reports
  • Maintain data mapping and integrating GIS data into AMEE
  • Perform regular backup operations and implement appropriate processes of AMEE data, disaster recovery and failure procedures
  • Compile, synthesize, and analyze data and data sets for purposes of report writing and other requests by PHD MEL 
  • Manage data input and data quality from the PHD sector programs
  • Integrate historical data into AMEE

AMEE Helpdesk

  • Lead desktop and helpdesk support ensuring that all desktop applications, workstations, and related problems are resolved in a timely manner with limited disruptions
  • Develop simple “how to” instructional materials / manuals for users
  • Arrange, coordinate and deliver technical support and training to users via in-person classroom or virtual approaches to users

About You 

We are seeking an individual who will bring: 

  • Extensive experience with developing solutions and managing digital data collection processes and MIS for a large company or organisation
  • Experience designing and implementing digital platforms using system requirement methodologies
  • Familiarity with at least one programming language and a strong understanding of computer and programming logic 
  • Demonstrated high level of communication and presentation skills to a range of stakeholders 
  • Ability to plan and manage work tasks independently (and/or with limited technical direction)
  • Ability to liaise effectively with remote teams for technical advice, problem solving and knowledge sharing
  • Software development experience and experience with DHIS2 would be an advantage
  • Fluency in Tetum and English are essential, and Portuguese would be an advantage
  • Bachelor’s degree in IT, MIS or related field

PHD aims to deliver lasting impact on the program goal: ‘People in Timor-Leste are healthier, better-educated and better able to contribute to Timor-Leste’s development.’ Through PHD, Australia supports the Government of Timor-Leste (GoTL) to deliver higher quality and inclusive services in primary healthcare, basic education and social protection.

Abt Associates Australia is the implementation partner for PHD, contracted since May 2016 until May 2026.
