Position Description
The Program Manager oversees the conservation-related program in Timor-Leste and ensures that program strategies and outcomes advance Conservation International’s (CI’s) human development and conservation priorities. Duties include developing and implementing program and conservation strategies, project management, technical oversight, monitoring, and capacity building. The Program
Manager ensures compliance with CI policies, program and funding agreements, and local requirements in collaboration with the Country Director for CI Timor-Leste. Duties are diverse and include designing and implementing program and conservation strategies, project management, technical oversight and monitoring, and capacity building. The Program Manager ensures compliance with CI policies, program, and funding agreements.
The Program Manager works closely with staff throughout CI to ensure the program forms an integral part of achieving organization-wide goals. They will work with the local and regional Operations teams to identify capacity gaps and implement measures to build capacity both internally and among external partners.
The Program Manager directly manages program staff, interdisciplinary teams, and/or outside partners. They, alongside the Country Director, work with a high degree of independence, particularly in matters relating to staff and program implementation.
KEY RESPONSIBILITIES
- Develop program strategies, objectives, work plans, and metrics.
- Oversee and implement program activities and manage technical and program staff.
- Monitor, measure and provide periodic progress and metric reports.
- Ensure compliance with CI policies, funding agreements, and local requirements.
- Identify capacity building needs and support efforts to address capacity gaps.
- Promote information sharing. Build stakeholder understanding and support by developing fact sheets, statistics, and related communication materials. Hold conferences and other events to share best practices and lessons learned.
- Effectively engage stakeholders including donors, government and NGOs, technical colleagues, and other partners important to program success.
- Represent the organization externally and serve as a trusted point of contact for CI.
- Identify opportunities for program growth and development.
- Support program financial sustainability by identifying funding opportunities. Partner with CI
- and HQ staff on funding proposals and contribute to regional/global fundraising efforts.
- Perform related duties as assigned.
ADDITIONAL RESPONSIBILITIES
- Manage and support the development of concept papers and proposals.
- Support fundraising efforts for the CI Timor-Leste program
PEOPLE AND RESOURCE MANAGEMENT RESPONSIBILITIES
- Directly supervise program and project staff, which may include overseeing the work of external partners.
- Manages the program’s budget and finances.
- Manage public or private funds; ensure compliance with donor requirements and CI policies.
QUALIFICATIONS
- Bachelor’s Degree and 4 to 6 years related work experience
- Program or project management experience, preferably in the conservation, NGO, advocacy, or related for-profit arena.
- Up to 2 years of experience supervising others including multi-disciplinary teams. • Strong technical and analytical skills.
- Strong organizational and time management skills.
- Team player and able to work effectively with diverse works groups in a multicultural environment.
- Excellent written and verbal communication skills.
- Success in influencing and partnering with key stakeholders and raise funds. • Proven ability to multitask and meet priorities. Comfortable working in a fast-paced environment with changing priorities and under minimal supervision.
- Fluency in English required
ADDITIONAL QUALIFICATIONS
- Understanding of Project Management and MERL framework
- Experience in development of project proposal writing
WORKING CONDITIONS
- Based full-time in the CI office in Dili, Timor-Leste
- Ability to work in remote locations or under difficult field conditions
- Expected to be a 12-month assignment, anticipated to begin in January 2023
