BUSINESS DEVELOPMENT SENIOR OFFICER

Salary: US$773.00 plus benefits
Our growing NGO is seeking to hire a BUSINESS DEVELOPMENT SENIOR OFFICER who is responsible for finding local and regional market opportunities and solutions for upcycled and alternative products. He/She is responsible for analyzing, designing, and implementing business analyses and training to businesses engaged in the collection, sorting, processing, upcycling, and sales of plastic and polymer-enhanced products. He/She will support private sector enterprises engaged in plastic upcycling and alternatives to identify and overcome constraints to quality control and growth, including but not limited to, strengthening access to financing, technical inputs, and network growth. He/She will ensure all Business Development activities are consistently monitored, using evidence to identify and respond to programming trends.
Based in Dili, university degree in economics, business management or related field. To succeed in this role, you will need excellent communication and problem-solving skills, as well as the ability to demonstrate ability to multi-task, meet deadlines and process information in support of changing program activities to get important work done. Previous experience in business development and value chain programming is a plus.
Business Development Senior Officer Responsibilities:
Strategy & Vision
- Build relationships with MSEs and businesses to introduce the project and facilitate access to information related to project activities and scope.
- Cultivate cross-sectoral synergies and linkages between the different plastic recycling and alternatives actors
Program Planning and Implementation
- Building from existing assessments, deepen understanding of what is already available in Timor-Leste in terms of plastic processors and available upcycled products and recycling technology
- Link plastic collectors and pre-processors to recyclers
- Create linkages between different plastic stakeholders to assure a continuous access to sorted plastic
- Conducting business assessments (SWOT analysis, network maps, motivation/capacity analysis, etc) to identify opportunities for business growth and address constraints
- Build business capacity of market actors through technical assistance (linking to and/or providing training, mentoring, contract assistance, etc)
- Where relevant, support market actors by linking them to business development services, including financial access through small grants or links to formal financing.
- Develop quality control standards for the different kind of plastics that need to be sorted and pre-processed.
Monitoring, Evaluation AND LEARNING
- Analyze quality of production, storage usage, transport mechanisms and sales to identify trends, troubleshoot challenges, generate case studies and suggest changes to strengthen output markets.
- Lead in identification of ideas for the learning strategy and where relevant support Economic & Market Analysis Consultants and M&E team to implement market surveys.
- Conduct and document regular site-monitoring, and private sector partner activity monitoring to ensure agriculture activities are delivered in a high-quality manner, developing strategies to resolve any noted gaps or act upon noted opportunities.
Influence and Representation
- Coordinate with other Mercy Corps programs and relevant government institutions, mainly the Ministry of Public Works to test and pilot the produced upcycled materials for the success of program implementation.
- Coordinate closely with other projects/programs of Mercy Corps Timor-Leste to seek and enhance interlink between different projects and activities in the field.
Business Development Senior Officer Requirements:
- Bachelor’s degree in economics, business management or related field
- At least 4 years’ relevant experience in business development-related and value chain programming in the Timor-Leste context,
- Prior experience leading trainings and dynamic public speaking skills
- Prior experience working in marketing and sales is a plus
- Ability to interact effectively with a wide variety of people
- Good reporting, communication, and representation skills
