Behavior Change and Communications Coordinator 

 

Position Status: Fixed Term 

Grade Level: 6 

Salary: US$773.00 plus benefits 

 

Mercy Corps Timor Leste is seeking to hire Behavior Change and Communication (BCC) Coordinator who will be responsible play a key role in the successful engagement of civil society, government stakeholders, and businesses in the BCC components of the program. He/She will be responsible for planning, implementing, and monitoring the participation of the targeted entities in behavior change activities and oversight of their collective action around shared goals. She/he will be responsible for supporting the coordination of stakeholders, including ensuring the sustainability of the CSO platform and its engagement with the government and private sector. She/He will be responsible for overseeing and coordinating behavior change partner subgrant activities. She/He will play a major role in capacity building for engaged CSOs in awareness and behavioral change campaigns.  

 

Based in Dili, a bachelor’s degree in Social Sciences, communication or related field is required. To succeed in this role, you will need excellent communication and problem-solving skills, as well as the ability to work with stakeholders to get important work done.  

 

 Behavior Change and Communication Coordinator Responsibilities: 

 

Communications Branding and SBC Campaigns: 

  • Develop communication strategies for the Circular Economy Program based on the program’s strategic objectives 
  • Develop branding guidance for the different communication materials produced both internally and externally under the program   
  • Oversee the design and production of program-related communications and visibility materials and ensure all communication materials produced follow Mercy Corps and donors brand identity and standards.  
  • website, Manage media inquiries and interview requests, working together with the Program Manager including creating content for press releases, articles, and keynote presentations. 
  • Gather lessons learned, write success stories, and publish contents for the Mercy Corps internal Facebook post and any other Mercy Corps platform  

 

Partnership Support  

  • Work together with government partners and CSOs to support environmental advocacy for CSOs and other entities, this includes providing technical support and participatory consensus building 
  • Use a participatory process to support CSO 3Rs (Reuse, Reduce and Recycle) behavior change campaign efforts, where possible creating a unified multi-partner campaign 
  • Foster relationships as relevant for stakeholder engagement with environmental CSOs and counterparts in key government ministries.  
  • Oversee the implementation and monitoring of cash/in-kind assistance process to CSOs and other entities supported by the program, this includes administration support for subgrant associated pre-assessments and design creation, monitoring of activity quality, and compliance.  
  • Develop behavior change training tools and conduct training of trainer workshops to CSOs and other entities on 3Rs related topics and campaigns  
  • Support with identification of potential new CSOs actors to benefit from subgrant/e assistance

     

Monitoring, Evaluation, And Learning 

  • Conduct and document regular site-monitoring, and behavioral change activity monitoring to ensure activities are delivered in a high-quality manner, developing strategies to resolve any noted gaps or act upon noted opportunities. 
  • To the extent possible, ensuring behavior change activities are implemented in an inclusive manner, with the active participation of vulnerable groups, women, and youth 

 

 Behavior Change and Communication Coordinator Requirements: 

  • 3 years of project implementation experience with NGOs or international agencies 
  • Demonstrated experience with communication campaign design and implementation   
  • Bachelor’s degree, preferably in Social Sciences, communication, or related major 
  • Previous experience working on behavioral change or recycling programs recycling is an asset 
  • Experience working with a range of partnership including private sector, government representation or officials, NGOs 
  • Strong writing, reporting, organizational and communication skills 
  • Excellent oral and writing English skill
