Position Title: Community Development Officer
Supervisor: Program Manager
Term: 12 months, fixed term
Location: Dili with travel to field sites (Lautem, Bobonaro, Atauro, and Liquica)
Position Summary
This position is responsible to coordinate and implementing community development initiatives, building partnerships with community organizations and local government agencies, and ensuring that the needs and concerns of the community are addressed. The ideal candidate will have a deep understanding of community development, excellent communication and interpersonal skills, and a commitment to making a positive impact in the community.
This position will work under the direction of Program Manager to carry out day-to-day community development activities in CI Timor-Leste project sites. Support community empowerment through capacity building with relevant trainings, support community organizations/groups to have legal structures and registration, support community to have access and information on funding opportunities and markets, and support implementation of community livelihood activities.
This position will also in-charge to provide technical, administrative, and other related support as needed. Perform research and analyze and summarize key findings. Organize community meetings; manage agendas, logistics, and field travel. Support program learning events including managing communications, monitoring, and reporting.
Key Responsibilities
- Liaise with communities and local authorities on a day-to-day basis and ensure active engagement of stakeholders to mobilize resources, and coordinate activities.
- Perform need assessment and identify the necessary intervention for each community, to improve community group’s capacity on organization management, financial management, and administration.
- Assist at least 19 existing community groups in 23 MPAs to have clear structures, statutes, legal registration, bank account, as well as access to relevant national network such as NGO forum, etc.
- Support community group to have access to funding opportunity and sustainable livelihoods , and linking to potential donors including government grant.
- Participate in monitoring and evaluating the implementation and impact of project activities.
- Work with the Operations team to ensure efficient and cost-effective use of CI equipment and resources while applying internal systems, structures, and standard operating procedures.

- Support in facilitating learning and sharing on key issues for advocacy, adoption and/or replication of best practices.
- Submit on time monthly reports to supervisor and other duties as assigned by supervisor.
Required Skills and Capabilities
- Bachelor’s degree is preferred in Conservation, Social Science, Communications, Economic Development, or other relevant field
- 2 - 4 years of related work experience, preferably in the conservation, NGO, or advocacy arena.
- Strong written and verbal communication skills. Solid attention to detail and strong research and proofreading skills.
- Ability to function well in a multicultural, diverse, and fast-paced work team environment.
- Comfortable managing multiple duties and adapting to changing priorities.
- Service focus. Courteous, tactful, and proven ability to work effectively with others.
- Ability to work under general supervision and take initiative to solve problems under supervisor direction.
- Strong communication and interpersonal skills
- Ability to work independently and as part of a team.
- Knowledge of community outreach and engagement best practices
- Ability to work flexible hours, including evenings and weekends as needed.
- Proficiency with MS Office, web research, and related skills.
- Fluency in English and Tetum
Additional Qualifications
- Experience working with communities, especially those communities living within protected areas.
- Expertise in aspects of community development and sustainable livelihoods are a strong benefit

- This position is based in Dili with frequent travel to CI Timor-Leste project sites (Lautem, Bobonaro, Atauro, and, Liquica).
