Introduction


Associação Maluk Timor is a non-governmental organization (NGO) focused on strengthening the national primary healthcare system of Timor-Leste. Our Mission is to advance the quality of primary health care delivered to Timorese people through government-run health centres and community outreach.

We run multiple programs: ASTEROID (Infectious diseases), HIV, Health Professionals Development, Nutrition, Oral Health, Rheumatic Heart Disease, Tuberculosis, Women's Health and Social Care, and VAHSI (healthcare digitalization and facility improvement).

The Management Team is responsible for all management functions of Maluk Timor.

It upholds and communicates the Vision, Mission and Values of the organization. It executes the Strategy by directing and enabling Programs' performance.

This includes management of both Corporate Services and Programs. Corporate Services functions include:
  • External Relations
  • Finance and Operations
  • HR and Admin
  • Grants and M&E
  • IT, Communications and Media

Position Summary


This position is responsible for overall management of Maluk Timor's operations functions, including: facilities, logistics, vehicles, procurement, assets, inventory, and associated functions.

Key Functions
  1. Facilities Management, including office premises, building development / maintenance / rehabilitation.
  2. Procurement, including managing international donations.
  3. Logistics, including warehousing of medical products, and maintenance of inventory information system and fixed asset register.
  4. Vehicles Management, including transport coordination.
  5. IT, including oversight of hardware, software and network operations.
  6. Line Management of Operations Team, including drivers, cooks/cleaners, gardeners, and security staff.

Selection Criteria: Qualifications and Experience

Essential:
  • Qualification or relevant experience in logistics, business administration, purchasing and supply, or similar fields.
  • Minimum 5 years relevant work experience
  • Strong organization and management skills
  • Strong people management skills

Desirable:
  • Demonstrated competency in facilities, logistics, and vehicles management,
  • Competency in MS Office, Google Workspace applications (Drive, Docs, Sheets, Slides etc.), and inventory information systems
  • Experience in healthcare sector and NGO sector
  • Fluency in Tetum, Bahasa Indonesia and English
