Position Purpose: The Program Quality and Program Development Coordinator (PQPDC) is responsible for overseeing the planning, monitoring, and reporting of the ADRA according to ADRA Timor-Leste and donor guidelines and standards. The PQPDC will oversee building the capacity of the MEAL teams and ensuring quality in service delivery. The PQPDC will oversee the development of new program opportunities.
Key Responsibilities:
Program Quality
- Lead and develop the MEAL team assigned to each project in developing and maintaining a system that improves the country’s ability to analyze and represent impact to donors, government, colleague agencies, and communities themselves.
- Use existing resources to train MEAL and program teams in the area of monitoring and evaluation and report writing.
- Build the capacity of all relevant team members to develop and maintain an excellent M&E system, including training on digital tools and the periodic reflection and analysis of program monitoring data to disseminate learning.
- Develop plans to mentor and coach staff to build their capacity to enable them to develop excellent reports and other documents.
- Take the lead in setting up of and maintenance of a knowledge management system for ADRA TL.
- Ensures programs quality to support planning development.
- Manage, maintain and update the project dashboard and reporting schedules.
- Design and implement country office MEAL Plan.
- Coordinate with a variety of teams, Dili Programs, Finance, and Program Coordinators and Country Director to ensure that reports are timely, high-quality, and responsive to donors.
- Leads in designing JDs for new projects and handover to HR and Program Manager for hiring.
- Leads and facilitates quarterly PROCOM meetings (includes defining scope and ensuring targets are met).
- Maintaining and managing ADRA MEAL system LogAlto for development projects in-conjunction with project MEAL Coordinators.
- Preparation of communication materials related to planning and progress towards strategic objectives
- Takes the lead in research and various studies conducted by projects in coordination with the Program Manager.
Program Development:
- Ensures grant opportunities are tracked and pursued in a timely manner.
- Ensures that a donor database/dashboard (which tracks donor policies, positions and guidelines) is maintained and kept current at all times.
- Facilitates project design sessions which feeds into grant writing.
- Coordination with project teams in the preparation of assessment and project proposals.
- Lead with designing, writing and the submission of project proposals ensuring successful applications.
- Take the lead in coordination with the PD and/or CD in positioning the organization's program policy strategy (such as advocacy work, partnerships & networking and resource mobilization).
- Leads with donor relations during project design and proposal submission.
- Linkage with funding agencies/INGOs for future partnerships and collaboration.
- Creates planning-related studies and generates reports about new programs, plans, and regulations (donors, government & other partners).
ADRA Administration and Management
- Supports the CD in organization’s country strategic plan.
- Promote accountability, communicate expectations and provide constructive feedback informally and formally via regular one on ones and performance reviews.
- Play an active role in hiring, orienting and leading team members as necessary.
Safeguarding Responsibilities
- Actively learns about safeguarding and integrates it into their work, including safeguarding risks and mitigations related to their area of work
- Practices the values of ADRA including respecting the dignity and well-being of participants and fellow team members
- Encourages openness and communication in their team; encourages team members to submit reports if they have any concerns using reporting mechanisms
Education, Experience, and Competency Requirements
- Degree in development, or related field.
- Minimum of 5 years of development experience and 3 years in MEAL at a senior level
- Demonstrated leadership skills and interpersonal skills
- Fluency in both written and spoken English and Tetum are essential.
- Demonstrated expertise and experience in MEAL, including the development and use of log-frames, indicators, MEAL plans and systems.
- Report writing and information management skills
- Demonstrated experience in donor/government relations and coordination
- Experience in developing and implementing baseline studies and evaluations.
- Experience working with National/International Consultants
- Significant experience in training and capacity building.
- Experience/familiar with program management minimum standards including MERL, project management, participant accountability.
- Experience with MERL systems of various donors, including DFAT, MFAT, EU, etc.
- Strong knowledge of software applications typically used for data management, collection, analysis and reporting (e.g., Excel, Access, SPSS/STATA, ODK, Kobo, Enketo, Ona, CommCare, PowerBI, Visual Studio, MAXQDA, or others).
