ADRA
The Adventist Development and Relief Agency (ADRA) is a global humanitarian arm of the Seventh-day Adventist Church with a mission to work with people in poverty and distress to create just and positive change. ADRA Timor-Leste belongs to the worldwide ADRA network in more than 120 countries—regardless of their ethnicity, political affiliation, gender, or religious association. Since 2010, ADRA Timor-Leste has worked in Timor-Leste in agriculture, WASH, value chain development, women empowerment, and humanitarian responses.

SHAPE CAR Project
SHAPE CAR is a multi-country programme funded by NZ MFAT through The Adventist Development and Relief Agency New Zealand (ADRA NZ). SHAPE-CAR stands for Sustainable Health, Agriculture, Protection and Empowerment – Community Action for Resilience Programme. The goal of the programme is for healthier and more resilient communities in the Pacific and Southeast Asia. ADRA TL an implementing partner of ADRA NZ for some components of this multi-country programme in Viqueque Municipality.

Position’s Objective
Project Manager - SHAPE CAR is responsible for providing overall management and leadership of the SHAPE CAR Project. SHAPE CAR PM will manage the implementation of staff and activities to makes sure the SHAPE CAR deliver strong support to farmer groups, cooperatives and saving and loan groups (VSLA) to increase production, aggregation, processing, collective market of the potential commodities, which will increase the family’s income and savings. This includes overseeing the climate action for resilience (CAR) components.

Key Responsibilities
Project Management
  • Support the Component Manager and the Area Managers to ensure the following is implemented with high standard quality:
    • Selection and validation of beneficiaries.
    • Development of the Detailed Project Implementation Plan (DIP) as per donor guidelines.
    • Activity Implementation according to DIP.
    • Crosscutting issues such as Gender, Disability and Social Inclusion, Safeguarding, and environment are considered throughout project cycle management.
  • Lead weekly planning/review meetings with Area & component Managers.
  • Coordinate closely with the Municipal Ministry of Agriculture and Fisheries, IADE and other relevant municipal stakeholders.
  • Ensure that the Area Managers coordinate an integrated approach to value chain development, including facilitating the business plan for farmers group, saving groups, and cooperatives.
  • Maintain regular coordination and communication with Program Coordinator.
  • Participate in the SHAPE-CAR, and other climate resilience components, regular team meetings.
HR/People Management
  • Supervise Deputy Project Manager, Marketing and Value Adding Facilitator & Component Managers.
  • Supervise M&E Assistant and Admin & finance assistant in conjunction with Dili Support Staff
  • Foster a friendly, positive, and appreciative culture among the team members ensuring staff uphold ADRA Values and Operating Principals.
  • Ensure project team members are understanding and respectful of the local culture, customs, and ways of doing things.
  • Ensure project team members relate well to each other as well as to project stakeholders.
  • Ensure the Employee Handbook is available and oriented to all team members and that policies and procedures as well as Code of Conduct are followed.
  • Mediate personnel issues and foster a learning culture.
  • Ensure personnel capacity development throughout the project duration.
  • Seek advice from the administration team for issues outside the Employee Handbook or that require discipline.
M&E
  • Ensure that the Deputy Project Manager and Component Managers submit the report with good analysis and impact stories.
  • Compile and review the monthly reports from Deputy Project Managers and MEAL Coordinator and submit the monthly progress reports to Project Coordinator timely
  • Prepare quarterly and bi-annual progress reports according to donor and country office reporting guidelines.
  • Facilitate and report the monthly reflection meeting.
  • Ensure that the feedback and complaints from the community are collected.
Financial Management
  • Manage the Budget for SHAPE project
  • Regularly assist the project finance and administration staff.
  • Ensure disbursements vouchers are properly signed and backed up by receipts and invoices.
  • Ensure a complete procurement process is followed where a purchase request is made, quotations are obtained, and supplier selection is based on quality, price, availability, and delivery conditions.
  • Ensure project petty cash is safeguarded.
  • Ensure vehicle trip schedules are prepared and maintenance schedules followed.
  • Maintain regular communication with Finance Manager for financial questions or guidelines.
Education, Experience and Skills
Essentials
  • Diploma iha Agriculture, Business Management, or relevant topics.
  • Minimum 5 year of experience in agriculture or agribusiness development
  • Strong technical knowledge and skills in rural agribusiness management and/or climate resilience
  • Interpersonal skills and strong communication skills including ability to create good working relationships.
  • Good work motivation and teamwork
  • Demonstrated experience in donor/government relations and coordination
  • Flexible, creative and can perform in a challenging environment.
  • Computer skills, especially Microsoft Excel and Word, Outlook.
  • Can ride motorbike and have valid license.
