Job Description:

Technical Guidance and Capacity Building to Project Staff

  • Equip staff through training on technical approaches targeting and project models, using existing and/or new training materials and facilitator guidelines.
  • Conduct spot checks/direct observation of project implementation towards continuous strengthening and improvement of technical facilitation
  • Provide coaching and mentoring to staff across the country implementing technical approaches.

Technical Sector Evidence, Quality Assurance and Learning

  • Develops sector-specific monitoring tools and coordinates and implements quality assurance, monitoring and control measures to ensure that Agroforestry & GIS related interventions across WVTL’s programs are making progress towards outcomes, and takes necessary measures to implement quality improvement processes
  • Support field teams to assess quality of implementation, including by providing tools (e.g. checklists, guidance), conducting field visits, collecting information through key informant interviews, analysing findings, sampling household impact, providing guidance and support to project staff on making adjustments to programming based on data

Technical Documentation, Writing & Analysis

  • Ensure technical documentation related to Agroforestry & GIS projects, especially manuals and tools, are filed and updated
  • Provide inputs into technical narrative and review quality of analysis of data/impact, in project reports, new funding proposals, concept notes, capacity statements
  • Provide annual analysis of sector performance, including maintaining sector-specific data required in the WVI Our Impact, Our Story regular reporting

Design and/or Contextualization of new Project Models and Programs

  • Lead the technical design of WVTL’s overall approach to Agroforestry & GIS.
  • Design and/or contextualize technical approaches, curriculum, training/facilitator modules and guides for new programs, aligning sector-specific best practices with local contextual factors.
  • Develop designs for new programs involving Agroforestry & GIS, by contributing to concept notes and proposals for new funding, drafting root cause analyses, theory of change, technical approaches, log frame development, monitoring plan, etc.

External Engagement

  • External engagement and maintaining relationships with key stakeholders (govt, donors, private sector, civil society, working groups etc.), working on Agroforestry & GIS issues. 
  • Support partnership building with relevant local and international organizations, academia, think tanks, research institutes, government stakeholders, private sector, media and any other relevant stakeholders in the sector.
  • Supports the advancement of relevant policy agendas related to Agroforestry & GIS in the sector.

Required Professional Experience

  • Minimum 3 years professional experience in technical roles related to forestry/agroforestry programming in Timor-Leste
  • Proven experience in providing technical assistance to farmers on agroforestry and other regenerative farm practices
  • Knowledge of the science of forestry, including forest growth, protection and management, forest products, species identification, and forest ecology
  • Knowledge of the principles and practices of forest conservation and reforestation
  • Ability to perform technical forestry studies and to prepare technical reports and articles
  • Expertise and experience in forestry/agroforestry practical applications, in facilitation, training of technical approaches related forestry/agroforestry
  • Proven leadership experience
  • Proven experience in project management
  • Professional proficiency with written and verbal communication in both English and Tetun
  • Genuine interest to serve and engage communities across the country to scale-up agroforestry
  • Ability to communicate with others effectively and build strong working relationships
  • Knowledge and commitment to World Vision values and ethos, including gender equality, disability and social inclusion

Required Education, training, license, registration and certification

  • Bachelor’s Degree related to Forestry, Agronomy, or other relevant education.

Preferred Knowledge and Qualifications

  • Experience in GIS
  • Experience developing and designing new projects, technical approaches, and programmes
  • Experience in partnership building
  • Experience in research and/or evidence building, monitoring, evaluation
  • Experience in managing projects funded by external grants
  • Experience in public speaking
  • Experience in transformational development
  • Strong project management skills and ability to prioritize and handle multiple tasks
