Position Summary: We are seeking a highly organized and detail-oriented Office  Coordinator/Finance to support our team in managing programs, finances, and administrative tasks. The successful candidate will be responsible for coordinating program logistics, managing budgets, processing financial transactions, and providing exceptional support to our team.

Key Responsibilities:

 

Financial Management:

  • Financial Management: Manage the financial function of Caritas Timor Leste in according to its policies and procedures and review financial systems and processes.
  • Budget Planning and Management: Working closely with the leadership of Caritas Timor Leste to oversee the annual budgeting and forecasting process including administrative, budgetary and analysis to support the Caritas Timor Leste Executive Committee in their planning and effective management of programs.
  • Strengthening Financial Management Capacity: Providing guidance, training and support to direct reports, staff, and partners to enhance local financial awareness and capacity, and adherence to operational and financial policies and procedure
  • Manage program budgets, track expenses, and process financial transactions
  • Prepare and review financial reports, invoices, and reimbursements
  • Ensure compliance with financial policies and procedures 

HR Support:

  • Human Resource Management: Manage the HR function according to Caritas Timor Leste policies and procedures

Administrative Support:

  • Manage and Support Day to Day Office Operations: manage day to day of the Dili office operations to ensure the Dili office functions smoothly and in compliance with Caritas Timor Leste’s operations policy and procedures, and ensure all staff are supported with a good and safe working environment.
  • Procurement Management: provide procurement support that is timely and efficient in compliance with Caritas Timor Leste’s Operations policy and procedures, to ensure goods and services are procured with the best price and quality.
  • Manage Logistic Support: provide logistic support to Caritas Timor Leste’s Dili Office Staff to ensure that the Caritas Timor Leste vehicles are in good and safe condition and staff are supported in their field trips to project sites
  • Maintain accurate and up-to-date records, databases, and spreadsheets
  • Perform other administrative tasks as needed

Safeguarding Responsibilities

  • Actively learns about safeguarding and integrates it into their work, including safeguarding risks and mitigations related to their area of work
  • Practices the values of Caritas Timor Leste (CTL) including respecting the dignity and well-being of participants and fellow team members
  • Encourages openness and communication in their team; encourages team members to submit reports if they have any concerns using reporting mechanisms

Education, Experience, and Competency Requirements

  • Degree and/or substantial experience in accounting/ financial management, at least three (3) years of proven work experience in financial management
  • Proven experience in financial reporting, strong analytical skills and proficiency in accounting packages such as MYOB.
  • Experience of managing/supervising staff
  • Experience in supporting initiatives that promote learning, capacity building and organisational change.
  • Understanding of strategies for working with the poorest, marginalised and most vulnerable and an understanding of and willingness to work within the Catholic ethos
  • Ability to work effectively in Tetum, including the ability to convey ideas clearly, facilitate discussions and stimulate critical thinking
  • Good oral and written communication skills in English and Tetum
