Salary: US$590.00 plus benefits
 
Mercy Corps Timor-Leste is seeking to hire a qualified Program Officer who will be responsible for the mobilization, coordination, and implementation of the program in the target area (Suco and Aldeia) under the supervision of the Cluster Coordinator, and the program technical lead working to achieve program objectives and targets.  Responsibilities will include program coordination of stakeholders in the municipality, Suco, and Aldeia levels, monitoring the activity implementation, providing capacity building for Community Development Agents (CDAs), Suco Disaster Management Committee (SDMC) members, and local partners. The Program Officer will work closely with the SDMC, CDAs, local leadership, government actors, and local NGOs in the area to ensure the best implementation of the program in the field.
 
Based in Ainaro, Degree/Certificate in Agriculture, Economics, Engineering, Disaster Risk Reduction, or another related degree. To succeed in this role, you will need excellent communication and problem-solving skills, as well as the ability to deliver high-impact activities to get important work done. Previous experience in community development projects is a plus.
 
 
Program Officer Responsibilities:
Essential Job Responsibilities
Implementing program activities in the community in the programming areas: This includes:
  • Mobilizing the community to participate in program activities including Climate Resilience, Disaster Risk Reduction, and Nexus agriculture-sensitive activities.
  • Facilitate participatory Disaster Risk Assessments and Integrated Community Action Plan activities, and create implementation plans for community-level work based on these processes.
  • Building relationships with CDAs, SDMC members, DDMCs, Chefe Sucos, and Chefe Aldeias
  • Facilitate training for CDAs, community members, and SDMCs
  • Facilitating contingency planning workshops and simulation exercises with SDMCs
  • Conducting drills and skill-building pieces of training for local responders
  • Operationalize and test early warning systems, farmer field school events, and Disaster risk management training in Aldeia and Suco levels
  • Develop materials and provide support for awareness campaigns for disaster risks and effective responses.
  • Support Community Development Agents to identify beneficiaries, from VSLAs, and conduct nexus activities.
  • Work closely with the Mercy Corps’ Monitoring and Evaluation staff to ensure update and maintenance of accurate data and program progress using mobile data collection.
  • Piloting Agriculture resilience design demonstrations in each of the target communities
  • Work closely with Mercy Corps’ program support team in Dili to ensure on-time procurement and other logistical and administrative matters to avoid delays in program implementation.
  • Ensure all activities are designed and implemented in a manner to increase inclusion of vulnerable populations, including women and persons living with disability
  • Ensure all activities are implemented in compliance with Mercy Corps and donor rules and regulations, including but not limited to the protection of beneficiaries, finance, and operations policies.
  • Work closely with technical advisors to get the best input for technical program implementation
Program Officer Requirements:
  • Degree/Certificate in Agriculture, Economics, Engineering, Disaster Risk Reduction, or another related degree
  • Prior experience working for I/NGO
  • Minimum three years’ experience with community-based Climate risk reduction or related programs.
  • Experience working with community groups and government officials.
  • Fluency in Tetum and Mambae, with some proficiency in English preferred
  • Willingness to travel to remote program locations
