Mercy Corps Timor-Leste is seeking to hire a qualified Project Technical Lead who will work closely with the Cluster Coordinator and Program Officers in the field to ensure the successful implementation of the project. S/he will ensure Mercy Corps delivers high-quality climate resilience building-related activities on time, on scope, and on targets. The Project Technical lead is responsible for providing overall technical orientation, leadership, reporting, and communication for the whole project at the field level. The Project technical lead will collaborate with project-related external stakeholders at the National level to leverage the impacts of climate change, with a focus on improved coordination and technical capacity among national government partners. Responsibilities will also include quality control management for project-related field activities, monitoring, and evaluation. The Project Technical Lead will also work closely with relevant stakeholders and actors to ensure that activities are implemented in a well-coordinated manner with external stakeholders.
 
Based in Ainaro, bachelor’s degree in agriculture, Economics or Business, Environmental or related studies. To succeed in this role, you will need excellent communication and problem-solving skills, as well as the ability to deliver high-impact activities to get important work done. Previous experience in a disaster risk reduction role is a plus
 
Project Technical Lead Responsibilities:
Essential Job Responsibilities
  • Develop and implement the project work plan based on the objective and results outlined in the project logical framework, and by the project budget.
  • Contribute to Program Strategy, leading the project team planning and reflection meetings ensuring adaptive management to test ideas, identify and resolve challenges, and foster a culture of learning.
  • Coordinate and support Project Officers, by leading the development and oversight of the program planning and implementation for delivering high-quality programming.
  • Backstop Cluster Coordinator in providing field support supervision to ensure high-quality delivery of program activities, coordinating with Cluster Coordinator to resolve any challenges.
  • Lead the technical capacity building for Cluster Coordinator and POs identifying and implementing any necessary solutions
  • Support the Cluster Coordinator and Project Officers to develop and maintain coordination with relevant stakeholders in the field for day-to-day implementation.
  • Assist in the budgeting of required resources for successful project implementation and completion, compiling budget reports as necessary.
  • Ensure that project activities, wherever possible, empower vulnerable populations, that gender equity is promoted, and youth participation in the project activities is encouraged
  • Support the Program Manager in relevant new business opportunities, including proposal and budgeting design, research, or scoping assessments.

Program Management
  • Oversee program implementation of the project according to Mercy Corps’ Program Management Minimum Standards.
  • Advise the Cluster Coordinator (CC), and field team, setting objectives and priorities, and ensuring teams have the technical and operational support needed to implement assigned activities. 
Monitoring, Evaluation, Research, And Learning
  • In close coordination with the MERL team and under the supervision of PM, ensure that MERL activities are an integral part of the program implementation, including supporting the Cluster Coordinator to create accountability for MERL data, ultimately ensuring the Project Officers conduct regular monitoring and other field data gathering and reporting as required.
Project Technical Lead Requirements:
 
  • Degree/Certificate in Agriculture, Economics, Engineering, Disaster Risk Reduction, or another related degree
  • Prior experience working for I/NGO
  • Minimum three years’ experience with community-based Climate risk reduction or related programs.
  • Experience working with community groups and government officials.
  • Fluency in Tetum and Mambae, with some proficiency in English preferred
  • Willingness to travel to remote program locations
