Summary
DAI in association with the Klibur Mata Dalan Foundation, MundiServiços (Mundi Consulting), Sociedade Portuguesa de Inovação (SPI) and Polytechnic University of Leiria, is implementing the Millenium Challenge Account – Timor Leste (MCA) funded TALENT project. The project aims to improve learning outcomes of secondary students throughout Timor Leste, through teacher and school leader education and training.
The Senior Project Adviser is a position that will provide short term inputs for support and advice to technical team members on strategic and contextual issues. Inputs will be provided on a draw down basis from a pool of 90 working days allocated for the project’s first year of activities. The role reports to the Team Leader and contractually to DAI’s local partner organisation, the Klibur Foundation. It is expected to involve liaison with key project stakeholders in Timor Leste and occasional liaison with DAI’s Europe based Project Director.
Responsibilities
- Provide on-call advice and guidance to the team on stakeholder context, dynamics and issues relevant to planning and delivery of the project scope of work.
- Support to building awareness of the project among stakeholders, and foster engagement and buy-in to project plans and objectives.
- Provide briefings to incoming technical team members on context and dynamics relevant to their assignment strategy and objectives.
- Provide on-call guidance on issues analysis and problem solving relating to institutional context.
Selection Criteria
- Tertiary qualifications in education, political science, international development, business or similar relevant discipline.
- Ten or more years of experience in public policy, planning and development programming in Timor Leste.
- Deep understanding of the education sector in Timor Leste, including historical and current issues, policies and priorities.
- Extensive knowledge of education sector actors, institutions and dynamics in Timor Leste.
- Experience advising senior level to development partners and programs.
- Fluent English and Tetum. Portuguese would be an asset.
