Summary
DAI in association with the Klibur Mata Dalan Foundation, MundiServiços (Mundi Consulting), Sociedade Portuguesa de Inovação (SPI) and Polytechnic University of Leiria, is implementing the Millenium Challenge Account – Timor Leste (MCA) funded TALENT project. The project aims to improve learning outcomes of secondary students throughout Timor Leste, through teacher and school leader education and training.

The Project Coordinator (PC) is a full time positon to deliver effective and compliant local project operations. The role reports operationally to the Team Leader and contractually to DAI’s local partner organisation, the Klibur Foundation. It also involves close cooperation with project management teams at the DAI headquarters in Europe. The role involves organising and implementing a wide range of operational and administrative tasks to underpin smooth operation of the project platform and technical team activities in Timor Leste. The role will also support aspects of financial management, alongside the Finance Officer. The role will be contracted as a full-time employee through the Klibur Foundation.

Responsibilities
  • Manage the project office in Dili, ensuring the facilities are organised and equipped as required for effective teamwork and implementation of project activities.
  • Plan and support delivery of a busy program of meetings, workshops and training activities, including support with invitations, circulating agendas, keeping meeting records, venue hire and catering, travel arrangements for participants, and payments (in conjunction with the Finance Officer).
  • Assist with planning and preparation operational aspects of technical activities, such as budgets, resource and timeline planning, and stakeholder coordination.
  • Provide operations and logistics support, including coordinating travel, for example liaising with headquarters staff on flights, booking airport transfers, transport and accommodation, overseeing local travel approval processes, organising on-arrival briefings for visiting personnel, maintaining a travel calendar, etc.).
  • Oversee the operation of project vehicles, including bookings, supervising drivers, use of logbooks and adherence to vehicle operating policies.
  • Ensure project materials are saved on SharePoint and accessible as required by team members and DAI headquarters staff. This includes saving a range of administrative records as well as project reports, meeting minutes, training materials and background materials.
  • Ensure DAI and Client compliance requirements are implemented, such as assets registers, conflict of interests registers, procurement process, record keeping, security plan protocols, in line with the Project Manual and applicable DAI corporate policies. Guide and support the team and short-term consultants to ensure policy and procedural compliance.
  • Close and regular liaison with communication with team members in Timor Leste, DAI headquarters management staff in Europe, and the Klibur Foundation as required.
  • Other tasks as reasonably agreed with the Team Leader or DAI Project Manager.

Selection Criteria
  • Tertiary qualifications in management, international development, business or other relevant discipline.
  • Seven or more years of professional experience.
  • Three or more years of experience in project operations and administration, with demonstrated knowledge of key tasks required for the role, including at least (i) office facilities management, (ii) workshops and trainings organisation, (iii) overseeing team logistics, (iv) ensuring client policy compliance.
  • Experience working with international organisations or on international development projects in Timor Leste. Past experience with US Government or similar bilateral donor funded projects. Prior experience with DAI is not required, but experience with a similar development company would be an asset.
  • Possessing a detailed and systematic approach to policy compliance and record keeping.
  • Good interpersonal and teamwork skills.
  • Fluent English and Tetum. Portuguese would be an asset.
