POSITION SUMMARY - This position is based in Dili, Timor-Leste
Conservation International Timor-Leste (CI TL) is implementing Management of Indonesian and Timor-Leste Transboundary Watershed (MITLTW) project funded by Global Environment Facility (GEF). The project goal is to establish collaborative management of freshwater ecosystems and livelihood security in the Talau-Loes and Mota Masin basins at the border between Indonesia and Timor-Leste. The main outcomes for this project are: 1) Development of Transboundary Diagnostic Analysis (TDA) and establishment of Joint Forestry Working Group (JFWG), 2) Development of Strategic Action Plan (SAP) and ministerial endorsement of SAP by the Government, 3) Implementation of SAP and development of lesson learned knowledge products.
This position will require strong project management skills and stakeholder engagement experience. This position will implement field outreach activities toward communities and local authorities and support data collection for M&E purposes. The Project Officer will act as the project point person in the field, they will be responsible for promoting project activities, organizing community meetings, following up on activity delivery, and communicating any change in the field that may affect the project scope.
RESPONSIBILITIES
- Support and assist the Project Lead and Safeguards Coordinator in supporting the implementation of program field activities as assigned to this position, including coordination with CI staff, partner communities, and other stakeholders.
- Participate in field activities within the catchment and coordinate with community group members and program staff to help integrate community group members into the program activities.
- Liaise with communities and local authorities on a day-to-day basis and ensure active engagement of stakeholders to mobilize resources and facilitate activities.
- Facilitate community meetings and be a co-facilitator at the district level.
- Be a contact person and a mediator between local government staff, community members, and CI.
- Facilitate and take part in field data collection activities associated with the project.
- Support in facilitating learning and sharing on key issues for advocacy, adoption, and/or replication of best practices.
- Liaise with communities and local authorities on a day-to-day basis and ensure active engagement of stakeholders to mobilize resources, and coordinate activities as required.
- Actively understand and implement MITLTW obligations to support Rights Based Approach (RBA), ensure safeguards plans are understood and implemented as well as supporting mainstreaming of gender across project activities.
- Successfully submit on-time monthly reports and cash requests/acquittals to supervisor, when required.
WORKING CONDITIONS
- Typical office environment. Ability to work extended hours or travel as needed.
- This position is based in Talau-Loes and Mota-Masin with frequent travel to Dili and other project sites as required.
- Guidance on flexible work arrangements will be shared during the interview process.
- This role will be a fixed-term assignment.
QUALIFICATIONS
Required
- High School or Secondary School education.
- Up to 2 years of related work experience relevant experiences
- Sound experience of working on environmental and community development issues either in an NGO or the public or private sector.
- Ability to function well in a multicultural, diverse, and fast-paced work team environment.
- Comfortable managing multiple duties and adapting to changing priorities.
- Service focus. Courteous, tactful, and proven ability to work effectively with others.
- Ability to work under general supervision and take initiative to solve problems under supervisor's direction.
- Strong presentation, communication, and facilitation skills.
- Proficiency with MS Office, web research, and related skills.
- Fluency in English and Tetum.
Preferred
- Bachelor’s degree is preferred in Conservation, Environmental Science, Natural Resource Management, Protected Areas, Biodiversity, Forestry or Fisheries.
- Experience working with communities, especially those communities living within protected areas.
