POSITION SUMMARY - This position is based in Dili, Timor-Leste
Conservation International Timor-Leste (CI TL) is implementing Management of Indonesian and Timor-Leste Transboundary Watershed (MITLTW) project funded by the Global Environment Facility (GEF). The project goal is to establish collaborative management of freshwater ecosystems and livelihood security in the Talau-Loes and Mota Masin basins at the border between Indonesia and Timor-Leste. The main outcomes for this project are: 1) Development of Transboundary Diagnostic Analysis (TDA) and establishment of Joint Forestry Working Group (JFWG), 2) Development of Strategic Action Plan (SAP) and ministerial endorsement of SAP by the Government, 3) Implementation of SAP and development of lesson learned knowledge products.
This position will require strong project management skills and will lead stakeholder engagement activities in the field, provide technical support to Project Lead for the program implementation, conduct field monitoring, data collection, field reporting, and coordinate field activities. 
RESPONSIBILITIES
  • Support and assist the Project Lead in ensuring effective and efficient implementation of GEF project as assigned to this position, including coordination with CI staff, partner communities, government, and other stakeholders such as community/production groups or other CSOs.
  • Work closely with the Project Lead in developing a work plan and reporting against the work plan as well as expenses in the field. 
  • Participate in monitoring and evaluating the implementation and impact of project activities. This will require an active contribution to project reporting.
  • Work with the Operations team to ensure efficient and cost-effective use of CI equipment and resources while applying internal systems, structures, and standard operating procedures.
  • Support an organizational culture that reflects our full spectrum of programming values, and theory of change, promotes accountability and high performance, and encourages a team culture of learning, creativity, and innovation.
  • Support in facilitating learning and sharing on key issues for advocacy, adoption, and/or replication of best practices.
  • Liaise with communities and local authorities on a day-to-day basis and ensure active engagement of stakeholders to mobilize resources, and coordinate activities as required.
  • Actively understand and implement MITLTW obligations to support Rights Based Approach (RBA), ensure safeguards plans are understood and implemented as well as supporting mainstreaming of gender across project activities.
  • Successfully submit on-time monthly reports and budget expenditure reports, to supervisor, and donor reports when required.
Other duties as assigned by supervisor.
WORKING CONDITIONS
  • This position is based in Talau-Loes and Mota-Masin with frequent travel to Dili and other project sites as required.
  • Guidance on flexible work arrangements will be shared during the interview process. 
  • This role will be a fixed-term assignment.
QUALIFICATIONS
Required
  • 2 to 4 years of related work experience, preferably in the conservation, NGO, or advocacy arena. Demonstrated experience developing and managing work plans and budgets.
  • Demonstrated in-field experience working with communities.
  • Sound experience of working on environmental and community development issues either in an NGO or the public or private sector.
  • Substantial skills and understanding of monitoring and evaluation and building capacity.
  • Excellent presentation, communication, and facilitation skills.
  • Demonstrated ability to work effectively with all levels of employees and partners in a team setting.
  • Specific expertise in aspects of community development through biodiversity protection and sustainable livelihoods.
  • Needs to be passionate about the environment and the long-term sustainability of natural resources to support healthy communities.
  • Advanced English and Tetum language skills.
Preferred
  • Bachelor’s degree in Conservation, Environmental Science, Natural Resource Management, Protected Areas, Biodiversity, Forestry, or other related field.
  • Experience working with communities, especially those communities living within protected areas.
  • Expertise in aspects of community development and sustainable livelihoods is a strong benefit.
