POSITION SUMMARY - This position is based in Dili, Timor-Leste
This position will oversee all aspect of the SOMACORE (Solutions for Marine and Coastal Resilience in the Coral Triangle) project funded by GIZ, this includes project planning, implementation, tracking, and reporting on deliverables and project status.
The SOMACORE project goal is to establish the resilience of biodiversity-rich ecosystems and communities in transboundary seascapes of the Coral Triangle to climate which will be implemented in Indonesia, Malaysia, Philippines, Papua New Guinea, Solomon Islands, and Timor-Leste.
CI Timor-Leste program will specifically focus on implementing 2 main activities:
1) Work Package 1.5 Building on the Seascapes General Model and Regional Framework for Priority Seascapes support LSS to progress the establishment of collaborative seascape governance mechanism, and
2) Work Package II.2 Ecosystem-based resource management and effective area-based conservation practices in LSS for Timor-Leste
The Project Manager works to ensure project results meet standards and are timely within the budget frame. They establish the project and regularly track work plan, staffing needs and supervise up to four project staffs (Field Coordinator-1, Field Assistant-3). Additionally, this position will be responsible for providing all technical advice to ensure the project components are implemented as planned and overseeing the implementation of safeguard plans. This position will work under the direction of the Program Manager and Country Director.
RESPONSIBILITIES
  • Gather, develop, and share project information, action plans, and deliverables with internal and external project stakeholders. Support project bids as assigned.
  • Ensure partner/stakeholder standards and interests are represented and incorporated into project deliverables. Review for compliance with partner/donor agreements.
  • Function as a key project information source and advisor. Represent CI and ensure effective communications and information sharing between all partners and stakeholders.
  • Oversee the overall implementation of the assigned project.
  • Monitor project progress and provide technical advice on the project’s management.
  • Identify trends and corrective actions to resolve problems and ensure future project efficiencies. Help identify tools, resources, and training that will facilitate project success.
  • Manage the preparation of reporting summaries and project narratives. Collaborate with HQ and Program finance and operations staff on project financial reporting.
  • Manage project staff which may include hiring and managing subcontractors, partner staff, and other non-CI project personnel.
  • Perform related duties as assigned by the Supervisor.
WORKING CONDITIONS
  • Periodic travel to the project site and other office locations.
  • Ability to work outside the normal work schedule to meet project deadlines or attend meetings in different time zones.
  • Guidance on flexible work arrangements will be shared during the interview process.
  • This role will be a two-year fixed-term assignment.
QUALIFICATIONS
Required
  • Bachelor’s degree in Marine Biology, Marine Science, Conservation, Environmental Science, Natural Resource Management, or other related field.
  • 4 to 6 years of related work experience in project management, including planning and budgeting.
  • Up to 2 years of experience supervising others and managing and motivating multi-cultural teams.
  • Understanding of the economic and environmental issues facing developing countries and the local communities is strongly preferred.
  • Ability to diagnose problems and identify solutions.
  • Strong written communication skills. Proficient in written and spoken English and Tetum.
  • Ability to work well under pressure, multitask, set priorities, and deliver quality results.
  • Comfortable managing multiple duties and adapting to changing priorities.
  • Service focus. Courteous, tactful, and proven ability to work effectively with others.
Preferred
  • Demonstrated experience in managing conservation projects with communities.
  • Experience in marine surveys, methodologies.
  • High-level expertise in facilitating communication between national and regional levels.
  • Hold a Diving license.
