About Pacific Labour Mobility Support Program     

The Pacific Australia Labour Mobility (PALM) scheme is a signature initiative for the Australian Government that enables workers from 9 Pacific Island Countries (PICs) and Timor-Leste to work in priority sectors in Australia. The Pacific Labour Mobility Support Program’s (PLMSP) role is to provide the Department of Foreign Affairs and Trade (DFAT) and governments in 9 PICs and Timor-Leste with support to enable workers to access PALM scheme in inclusive ways that maximise the benefits for the workers and national economies while minimising risks from labour mobility participation. Palladium is contracted to deliver PLMSP on behalf of DFAT.  

Timor Leste Scale Up

Prime Minister Anthony Albanese and Timor-Leste Prime Minister Xanana Gusmão released a joint statement on 21 December 2024 announcing bilateral funding of nearly A$50m (A$48.6m) for the Timor-Leste-Australia Labour Mobility and Skills Partnership, to equip Timorese workers with job-ready skills and provide them with more employment opportunities. The Partnership will help contribute to long term economic growth for Timor Leste and will assist the country to achieve its target of 10,000 workers in the PALM scheme by 2027-28.

The In-Country Recruitment Database (IRD)

The IRD is an online database that performs a critical function in ensuring all information relating to the registration and mobilisation of Pacific and Timor Leste workers to Australia and New Zealand is captured and maintained. 

The database is used to assist participating countries in managing their labour mobility related data including recruitment requests, mobilisation tracking, reporting and other tools to assist business processes. As the volume of Labour Mobility in both Australia and New Zealand continues to grow, the IRD is a key platform that allows for in-country processes to scale with the growing program. The platform is now live in six countries with additional rollouts planned in 2024.

Purpose of the Position:

The IRD Coordinator is responsible for the ongoing operational development and implementation of the IRD. The role will assist Labour Sending Units staff to implement IRD upgrades; ensure data is imputed correctly by improving data management processes and systems; continuously training staff and improve their data management capacity; update and manage Shared Drive documents and ensure reporting from the IRD is detailed and correct.

The IRD is a relatively new Database with sections still under development and the system is constantly being updated and improved.  These changes need to be tracked and followed by all staff within the Ministry, who require ongoing training and data quality assessment.

This role does not require specific computer programming experience but the ability to understand systems and databases and involves coordinating between the Pacific Labour Mobility Support Project (PLMSP) Development team, the Ministry IT team and the LSU.  Other key stakeholders include partner country governments, Employers and the IRD Coordinator should have the experience and confidence to present to each of these stakeholders and advocate for the IRD with them.

This is two-year opportunity with the potential for extension  

Primary Responsibilities

Under the direction of the LSU Data Manager and the TL Scale Up Program Coordinator, the IRD Coordinator will:

  • Act as the first point of contact for IRD updates, troubleshooting and queries, coordinating between the (LSU) and the PLMSP IRD Development team
  • Coordinate and support senior LSU staff to create and update policies, processes and SOPs to sit alongside the IRD system, this could include Work Ready Processes, Welfare Policy, User Permissions
  • Advocate for IRD systems and processes to continue to be adopted into wider labour mobility with senior Government staff and other stakeholders
  • Use the IRD to clarify internal LSU systems for the collection, storage and reporting of program data to ensure data integrity and assists labour mobility processes:
  • Monthly reporting to the Ministry, DFAT and MBIE
  • Annual labour mobility planning
  • Worker Registration, Recruitment and Mobilisation planning and requirements
  • Worker Welfare and PDB management
  • Roll-out of IRD to Districts
  • Ensure quality and compliance levels are maintained by all system users and provide reports and feedback around this, including undertaking a regular auditing processes of IRD information
  • Identify and monitor LSU training and data management needs and provide ongoing training and coaching for staff. Develop and maintain an annual training program and training materials for new (new users) and refresher (existing users)
  • Run the IRD Admin section including new user account registration, roles and permissions, data collection fields and network access configuration.
  • Ensure IRD use and data collection adherence to legal standards and regulations
  • Actively participate in IRD communications/meetings with the wider IRD community (Pacific Team)
We are seeking an individual who:
  • The IRD Coordinator will possess the following qualifications and experience:
  • Relevant and up to date experience (at least 3 years) with modern databases and technologies and in data coordination or data handling.
  • Proven ability to plan and manage schedules, files/database and working materials as well as keep confidentiality of documents and information
  • Ability to write process documents and manuals
  • Experience in facilitating workshops, training activities and coaching/mentoring of others
  • Strong interpersonal skills and an understanding of working with Government and other stakeholders
  • Coordination with in-country government technology teams where required
  • A willingness to support work outside of the direct scope of data and systems;
  • Outstanding attention to detail and analytical thinking skills
  • Skilled in the use of Microsoft Office products including Word, Excel, PowerPoint, Outlook
  • Self-motivated - demonstrate high levels of initiative to plan and manage work to fit competing priorities
This is a local position based in Dili, Timor-Leste. Candidates who are willing to relocate for the position must do so at their own expense. Candidates must have current unrestricted work rights or be eligible to apply for a valid visa for Timor-Leste. Visa sponsorship is not available. Salary is competitive and based on local labour standards.
