About Pacific Labour Mobility Support Program
The Pacific Australia Labour Mobility (PALM) scheme is a signature initiative for the Australian Government that enables workers from 9 Pacific Island Countries (PICs) and Timor- Leste to work in priority sectors in Australia. The Pacific Labour Mobility Support Program’s (PLMSP) role is to provide the Department of Foreign Affairs and Trade (DFAT) and governments in 9 PICs and Timor-Leste with support to enable workers to access PALM scheme in inclusive ways that maximise the benefits for the workers and national economies while minimising risks from labour mobility participation. Palladium is contracted to deliver PLMSP on behalf of DFAT.
This Opportunity
The Program Officer - Scale Up will support the Project Coordinator to provide day to day technical and administrative support to the Labour Sending Unit (LSU) of the National Directorate for Overseas Employment (DNEE) under the Secretariate of State for Vocational Training and Employment (SEFOPE) to implement scale up activities to support labour mobility in Timor Leste.
This is a two-year contract with the potential of an extension
Primary Responsibilities
Under the direction of the Project Coordinator, the Program Officer will:
- Provide regular support in workplans to project coordinator to implement scale up activities.
- Provide communication support to LSU, training centres, approved employers and registered training organisation to smoothly implement the activities
- Support SEFOPE municipal directors to create labour mobility partners in the municipal levels with line ministry representatives, civil society, and private sector.
- Support scale up team to coordinate with LSU data management and IRD coordinators to ensure candidate list for scale up training are clear and shared with training centres/AE and RTO.
- Develop internal data/event tracking and cleaning of the candidate’s information in collaboration with the IRD team
- Collaboration with monitoring and Evaluation and Research plus monitoring and evaluation and learning coordinator to monitor activities and collect information from the training centres
- Collaborate with program manager and program coordinator to ensure activities
- Undertake and deliver training related to circular labour mobility processes and mechanisms and IRD functions and operations at the national and municipal levels.
- Conduct any other tasks requested or approved by the SEFOPE LSU and the project coordinator.
We are seeking an individual who has:
The Program Officer(s) will be a people person, experienced at working closely with people in a friendly, professional, and calm manner. He/she will need to quickly come up to speed on the intricacies of the PALM Scheme expansion both at national and municipalities with SEFOPE and stakeholders.
- Prior experience of having worked as administrative and logistical support roles in development partners and international organisations
- Advanced written and verbal communication skills, including excellent spoken English and Tetun.
- Has ability to speak multiple local dialects is an advantage.
- Experience in a fast-paced working environment, with an ability to work to deadlines, and to balance competing priorities.
- A skilled communicator with excellent interpersonal skills and the ability to build and maintain effective working relationships with a range of different individuals and organisations in the municipalities.
- High level proficiency in Word, Excel, PowerPoint, and web browsers.
- Demonstrated commitment to diversity and inclusion, particularly in a cross-cultural context.
- A tertiary qualification in human resource management, local development, Information Technology and Public Policy would be an advantage.
