Patient Registration Officer
Job Description
The Star King Medical Centre Dili, Timor-Leste is looking for three (3) Patient Registration Officers to ensure efficient, courteous, and accurate registration of all patients in accordance with hospital policies and international standards of service excellence. The Patient Registration Officer is the first point of contact for patients and plays a critical role in verifying patient identity, collecting accurate demographic and insurance data, coordinating patient flow, and ensuring compliance with safety, privacy, and accreditation standards, including those of JCI (Joint Commission International).
Responsibilities:
1. Patient Registration and Identity Verification
- Welcome patients and visitors with professionalism, empathy, and cultural sensitivity.
- Verify patient identity using two identifiers (e.g., full name, date of birth) in accordance with JCI standards.
- Register new patients and update returning patient records accurately in the hospital information system (HIS).
- Ensure accuracy of demographic, insurance, and emergency contact data.
- Issue patient ID wristbands or registration slips for care tracking
2. Admission, Appointment, and Queue Management
- Assist with outpatient, inpatient, and emergency registration workflows.
- Schedule or reschedule appointments and route patients to appropriate services.
- Monitor wait times and proactively communicate delays to patients.
- Coordinate with clinical units and support departments to ensure smooth patient flow
3. Insurance and Billing Pre-Verification
- Collect insurance cards and verify coverage status with insurance providers or third- party payers.
- Obtain pre-authorizations or guarantees of payment where required.
- Communicate co-payments and out-of-pocket responsibilities to patients
4. Compliance and Documentation
- Ensure completeness and accuracy of registration forms and consent documentation.
- Adhere to hospital policies on patient confidentiality and data protection (aligned with HIPAA principles or local regulations).
- Follow standard operating procedures related to JCI Patient-Centered Care (PCC) and International Patient Safety Goals (IPSG)
5. Communication and Customer Service
- Provide clear, accurate information to patients regarding hospital services, directions, and processes.
- Handle patient inquiries, feedback, and complaints in a calm and respectful manner.
- Escalate complex issues to supervisors or appropriate departments promptly
6. Emergency and After-Hours Support
- Provide registration services during nights, weekends, and public holidays on a rotational basis.
- Support emergency patient registration processes during mass casualty or disaster incidents
7. Quality, Safety, and Accreditation Support
- Participate in internal audits and tracer methodology exercises.
- Contribute to improvements in patient flow, service quality, and data accuracy.
- Support compliance with JCI standards for Access to Care and Continuity of Care (ACC).
Selection Criteria
- Diploma or Bachelor’s Degree in Administration, Public Health, or relevant field.
- Minimum 1–2 years of experience in hospital front office or registration role.
- Familiarity with hospital information systems (HIS) and EMR.
- Knowledge of JCI accreditation principles preferred.
- Excellent verbal and written communication in English (Tetum/Portuguese is a plus).
- Demonstrated customer service and interpersonal skills.
- Ability to remain calm under pressure and multitask in fast-paced environments
