- PROGRAM UNIT COORDINATOR
Plan International is committed to advancing children’s rights and equality for girls. We are seeking a dynamic and experienced professional to lead program and operations in Ainaro Municipality.
ROLE PURPOSE
The Program Unit Coordinator will provide leadership and direction for the Program and Operation Department to ensure that Plan meets its commitments to children, girls, communities and supporters Plan’s programs in Ainaro Municipality. The Program Unit Coordinator supports the effective coordination, implementation, and monitoring of development programs and operation within an assigned program unit.
1. Program and Sponsorship Coordination and Implementation;
- Coordinate day-to-day implementation of program, influencing and sponsorship activities across assigned projects and Sponsorship direct by Plan and its partners CSOs and Youth Led Organisation.
- Support detailed annual and quarterly work planning including activity scheduling, resources planning and tracking of program deliverable at municipality level
- Ensure program and SP activities are implemented in accordance with approved designs, budgets, and timelines.
- Build relationship management with local authorities and community leaders, and other CSOs and stakeholders.
- Represent the program in local coordination meetings and technical working groups and relevant government or partners forum
- Support integration of cross-cutting priorities including gender equality, inclusion (GESI), child and youth safeguarding, disability inclusion, and climate resilience in programme implementation
- Support the implementation of monitoring, evaluation, accountability, and learning (MEAL) systems at the activity level.
2. Financial and Supply chain Coordination
- Support budget development, tracking and expenditure monitoring at municipality level, ensuring alignment with approved workplan and budgets
- Coordinate procurement, logistics, and administrative requirements in line with organizational policies, donor requirement and internal controls
- Ensure timely submission of financial inputs and documentation to support reporting, reconciliation and compliance
- Ensure effective monitoring of PU supply chain KPIs and maintain oversight of PU Asset management and periodic asset physical verification to support compliance and operational efficiency.
- Collaborative relationships with government entities, key stakeholders, banking institutions, and external partners at the PU level.
- As Safeguarding Focal at PU level to promote and support safeguarding, gender equality, disability, and social inclusion principles in program implementation.
- Ensure activities are delivered in line with safeguarding policies and safe programming standards. Identify, report, and appropriately manage safeguarding concerns or incidents, following established reporting and response procedures.

- Demonstrated knowledge and experience as an organizational leader.
- Demonstrated knowledge of rural development children’s issues in Timor Leste

- COMMUNICATION COORDINATOR (1 Position)
Position: Communication Coordinator
Plan International Timor-Leste is committed to advancing children’s rights and equality for girls. We are seeking a skilled and creative Communication Coordinator to lead internal and external communications, strengthen organizational visibility, and ensure consistent messaging across all platforms.
Role Purpose
The purpose of Communication Coordinator Role is to promote a positive, credible and compelling image of Plan International Timor-Leste through the development and implementation of an effective communications strategy. The role to ensures consistent messaging, strong visibility of Plan International Timor-Leste both internally within the organization, and externally, across online and offline media platforms including digital, print and media channel.
Key Accountabilities and Responsibilities
Ensure Plan Communication Strategy is adequately implemented:
- Develop with project owners, humanitarian case studies and success stories to feature Plan’s impact and support Plan Timor-Leste’s influencing strategy.
- Develop communications to feature strategic partnerships with key constituencies to maximize impact of advocacy liaison to media organizations, national entities, and private sector.
- Support partners, civil society entities, community members in lobbying and advocating for the rights of children, women and youth, through social media platforms and offline media to influence policy makers.
- Support in organizing media outreach; arrange media contacts, press briefings, and interviews; provides talking points and other materials as needed to senior staff; responds to media inquiries quickly and effectively.
Manage Plan Timor - Leste's office online platforms:
- Coordinate with Program/Project Managers, Gender, Inclusion and Influencing Manager to produce a diverse range of scalable products (including audio/visual communications), briefing papers and communication reports to benchmark Plan International Timor-Leste’s programs.
- Develop content and audiovisual material for Plan’s Facebook, YouTube, Instagram, TikTok, LinkedIn and other social media platforms as relevant, and ensure Plan’s online audience are constantly engaged.
- Ensure quality photographs are constantly produced to enrich Plan’s visual messaging.
- Coordinate with strategic partners, children and youth participate in media and advocacy related interventions.
- Promote Plan’s children safeguarding & GEI mainstreaming communications among staff and strategic partners.
- Facilitate and organize international and national events to promote key Plan International Timor-Leste impact areas.
- Assist in identifying visibility and marketing opportunities and ensure appropriate communication interventions. Actively monitor social media platforms operates by groups/movements under Plan TL’s administration
Assist in national and international campaigns and events
- Developing communications products such as videos, photos, press releases, media outreach, media visits, and able to provide relevant public and internal information to support Plan’s campaigns.
- Build the capacities of relevant staff and community members on communication related skills to support community-based advocacy activities.
- Provide support for key senior staff during strategic visits for Plan International Timor-Leste.
- Facilitation of information sharing of Plan International Timor-Leste locally and internationally through bulletins, magazines and other forms of media
- Prepare periodic reports to ensure that management is equipped with necessary information for appropriate decision making
- Technical Expertise, Skills and Knowledge
- University degree in related field i.e. political science, communications, media, marketing;
- Minimum of 3-5 years’ experience in a similar role with a proven professional experience gained within communication context.
- Hands on experience of digital communications and video production. Strong understanding of brand and graphic guidelines.
- Experience in developing and managing strategic communication campaigns.
- Strong knowledge of quality photography, and ability to take good photos in line with Plan’s brand requirements,
- Familiarity with publishing programs like Adobe and InDesign.
- Experience using Canva and word press.
- Knowledge of local and regional communications and media field including key contacts i.e. journalists, TV editors, radio shows, etc.
Plan International Timor-Leste is committed to advancing children’s rights and equality for girls. We are seeking an experienced Education and ECD Coordinator to lead and support the implementation of quality education and early childhood development programs in Aileu Municipality.
Role Purpose
The Education and Early Childhood Development (ECD) Coordinator is responsible for the planning, coordination, implementation, and monitoring of education and ECD interventions at municipality level. The post holder will work closely with the SPAD Program Manager, project teams, government counterparts, schools, ECD service providers, CSOs, and communities to strengthen learning outcomes, early childhood development, and child wellbeing, with a strong focus on gender equality, inclusion, and safeguarding.
Programmed Coordination and Implementation – Education
- Support the SPAD program Manager develop yearly implementation strategies and operational plans for the whole district; lead in the roll-out and guide the implementation of the plan.
- Work closely with schools, teachers, school management committees, and education authorities to improve access, retention, and learning outcomes
- Organize training workshops, community sessions, monitoring visits, and school-level events
- Represent Plan International in education sector coordination meetings and technical working groups at municipality level.
- Manage budget based on the agreement with the SPAD Program Manager.
- Ensure gender transformative projects happen. Promote safe, inclusive, and gender-responsive school environments, including protection from violence and discrimination.
- Support development of teaching/learning materials, training modules, and monitoring tools.
- Work closely with MEL team to ensure proper data collection, validation, and reporting.
- Build and maintain strong relationships with the Ministry of Education (MoE), school leaders, teachers, community groups, NGOs, and local authorities.
Programmed Coordination and Implementation – ECD
- Coordinate the day-to-day implementation of Early Childhood Development (ECD) programmed, including influencing and sponsorship-related activities, in collaboration with Plan International and partner CSOs, schools, and community-based organizations.

- Strengthen knowledge of child development, positive discipline, health and nutrition basics, and responsive caregiving.
- Build capacity of municipal preschool officers, local partners and ECD volunteer
- Contribute to donor, sponsorship, and internal reporting, including activity updates, progress reports, case studies, and success stories.
- Support effective communication and coordination between Dili-based teams and field offices to ensure alignment with national strategies and standards.
Financial and Administration Coordination
- Support budget development, tracking, forecasting, and expenditure monitoring for education and ECD activities at municipality level, ensuring alignment with approved work plans and budgets.
- Coordinate procurement, logistics, and administrative processes related to education and ECD activities in compliance with organizational policies, donor requirements, and internal controls.
- Support donor visits, audits, financial reviews, and spot checks, including preparation of documentation and coordination with programmed and finance teams.
- Ensure timely and accurate submission of financial inputs and supporting documentation to facilitate reporting, reconciliation, and compliance.
Stakeholder Engagement
- Build and maintain strong relationships with the Ministry of Education (MoE), school leaders, teachers, community groups, NGOs, and local authorities.
- Represent the project in coordination meetings, workshops, and technical working groups.
- Ensure effective communication and collaboration among all partners and stakeholders.
Monitoring, Reporting & Documentation
- Monitor progress against targets and workplans and identify implementation challenges.

TECHNICAL EXPERTISE, SKILLS AND KNOWLEDGE
- Demonstrated knowledge and experience in Early Childhood Development (ECD) and/or basic education programming.
- Strong understanding of children’s rights, inclusive education, and gender equality in the context of Timor-Leste.
- Understanding of education systems, ECD service delivery models, and community-based education approaches.
- Working knowledge of project management, safeguarding, and coordination with government systems.
- Strong coordination and partnership management skills with government counterparts and NGO partners.
- Effective communication, facilitation, and relationship-building skills in multi-cultural contexts.
- Ability to provide technical guidance and capacity building to partners and field teams.
- Encourages learning, reflection, and continuous improvement within teams.
