About Pacific Labour Mobility Support Program     

The Pacific Australia Labour Mobility (PALM) scheme is a signature initiative for the Australian Government that enables workers from 9 Pacific Island Countries (PICs) and Timor- Leste to work in priority sectors in Australia. The Pacific Labour Mobility Support Program’s (PLMSP) role is to provide the Department of Foreign Affairs and Trade (DFAT) and governments in 9 PICs and Timor-Leste with support to enable workers to access PALM scheme in inclusive ways that maximise the benefits for the workers and national economies while minimising risks from labour mobility participation. Palladium is contracted to deliver PLMSP on behalf of DFAT.  

Timor Leste Scale Up

Prime Minister Anthony Albanese and Timor-Leste Prime Minister Xanana Gusmão released a joint statement on 21 December 2024 announcing bilateral funding of nearly A$50m (A$48.6m) for the Timor-Leste-Australia Labour Mobility and Skills Partnership, to equip Timorese workers with job-ready skills and provide them with more employment opportunities. The Partnership will help contribute to long term economic growth for Timor Leste and will assist the country to achieve its target of 10,000 workers in the PALM scheme by 2027-28.

This Opportunity  

This is a fixed term opportunity required to September 2028.

The Media and Communications Manager – Timor Leste will be responsible for providing communications support and guidance to the labour sending unit, PLMSP and Department of Foreign Affairs and Trade for the Pacific Australia Labour Mobility (PALM) scheme implementation in Timor Leste.

The manager, under the direction on the Senior Manager, Communications, will develop and execute three-monthly communications plans to maximise exposure to existing and potential employers in the PALM scheme and build awareness and reputation of Timorese workers in Australia. The manager will support strategic communications and develop positive impact stories in Timor-Leste for Timorese audiences including government, communities and other PALM scheme stakeholders.

Responsibilities include:

  • Develop quarterly communications plans to support industry engagement and promote opportunities for Timorese workers in Australia.
  • Identify, develop and produce content for communications products (impact stories, case studies, articles, resources, social media posts/reels, videos, reports and marketing materials).
  • Manage content development and production of the biannual Positive Impacts magazine, including translation into Tetum and distribution in Timor-Leste.
  • Work with partners to ensure correct brand identity use and conduct quality assurance reviews of materials as required.
  • Monitor media coverage on labour mobility in Timor-Leste and report on key themes and topics being discussed.
  • Support the in-country PLMSP team to deliver country-specific marketing activities, including field visits, workshops and media events where needed.
  • Engage and collaborate with the broader PLMSP team, identifying opportunities to increase the impact of activities through communications/marketing support.
  • Regularly engage with DFAT, SEFOPE and key stakeholders, coordinating approvals, feedback and reporting.

We are seeking an individual who have:  

  • A degree in media, communications, journalism, marketing, international development, or an equivalent combination of relevant experience and/or education.
  • Minimum 5 years’ relevant experience in a communications, media, or marketing role.
  • Excellent writing and editing skills, with the ability to produce high-quality content for diverse audiences.
  • Experience developing content for digital media channels, including social media and online platforms.
  • Strong organisational skills, with the ability to multitask, prioritise and maintain a high attention to detail.
  • Proficiency in Microsoft Office and Adobe software, particularly InDesign and Premiere Pro.
  • Fluency in written and spoken English, with Tetum highly desirable.
  • Demonstrated personal initiative, creativity and drive, with the ability to work independently and collaboratively.
