Plan International is recruiting a dedicated Community Development Officer for the Youth Economic Empowerment Project and Sponsorship, to be based in Ainaro. This position plays a key role in supporting the implementation of youth-focused economic empowerment initiatives, strengthening community engagement, and ensuring the effective delivery of sponsorship activities across target communities.
 
ROLE PURPOSE
The Community Development Facilitator (CDF) is responsible for supporting Plan Timor-Leste’s Youth Economic Empowerment (YEE) Project and Sponsorship. The role involves coordinating and work closely with Project YEE Manager, Sponsorship Manager VSLA groups and Youth Organization in Ainaro. The position requires active involvement in the development of training modules, sharing knowledge and skills, and facilitating the learning process for young women and men. The CDF oversees the training of community facilitators, conducts field visits, and provides coaching, mentoring, and monitoring to ensure effective program implementation. Additionally, the CDF supports sponsorship activities by guiding Community Volunteers to produce timely, high-quality communications with sponsored children, their families, and communities. The role ensures that sponsorship communications are engaging, accurate, and aligned with program objectives, fostering synergy between development initiatives and sponsorship commitments.
 
Key Responsibilities
1. YEE (Youth Economic Empowerment) Project Responsibilities
  • Provide technical support for planning and implementing training programs, including developing training plans, modules, and materials.
  • Deliver interactive trainings for youth groups on horticulture, gender, VSLA, bookkeeping, business management, and entrepreneurship.
  • Support and Oversee VSLA groups in routine meetings, recordkeeping, group management, and business activities.
  • Provide training and ongoing technical assistance to enhance group performance and sustainability.
  • Support youth-led CBOs in managing Youth Cooperatives, including governance, financial management, and business planning.
  • Conduct regular field visits to monitor program implementation and ensure compliance with YEE/EE standards.
  • Identify and report community dynamics, implementation challenges, and opportunities for improvement.
  • Support youth-led CBOs in developing marketing initiatives and community-based economic activities.
  • Prepare weekly and monthly field reports summarizing activities, progress, challenges and lesson learned
  • Support baseline, midline, and endline surveys by coordinating field activities and engaging the community.

SPONSORSHIP RESPONSIBILITIES
  • Facilitate sponsorship communication through home visits or community gatherings, assisting sponsored families in preparing quality updates to their sponsors and informing sponsors about Plan’s work in their communities.
  • Coordinate and facilitate sponsor visits.
  • Maintain effective communication with sponsored families through community sensitization sessions, informing them about Plan’s work approach, sponsorship program, and local projects.
  • Establish and maintain effective working relationships with children, families, community leaders, Plan associates, staff of other NGOs, government, and other stakeholders.
  • Support the phase-in process in new sucos/communities by introducing potential sponsored families to Plan, explaining the organization’s work approach and sponsorship system before enrolment.
  • Perform daily tasks and support community volunteers 4 days a week at suco level and work at district office level one day a week.
Technical expertise, skills and knowledge
  • Bachelor’s degree in Community Development, Social Science, Development Studies, Youth Development, Education, Economics, or a related field.
  • Minimum 2–3 years of experience in community development or youth-focused programming.
  • Experience working with youth groups, VSLA groups, or community‑based organizations.
  • Experience in training facilitation, community capacity building, or delivering skills development sessions.
  • Previous experience in sponsorship programs, child protection, or supporting community volunteers is an advantage.
  • Skills in coaching, mentoring, and monitoring community facilitators.
  • Good understanding of youth economic empowerment, livelihoods, or community development approaches.
